- Furnish all labor, materials, and equipment necessary to provide and operate a load bank to simulate operation of a Static Transfer Switch (STS) during a shaker test as outlined below. Contractor shall also provide accelerometers necessary to support the test. This work includes installation of the new Modernized Enterprise Terminal (MET) equipment. Most equipment to be installed at the MET has been previously qualified for seismic conditions at EAS, but the static transfer switch (STS), manufactured by Static Power (located in Victoria, Australia), which is critical to the operation of the MET, has not and must be tested under seismic risk category V (RC5) conditions. Two identical STS are being shipped to the Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL), 2902 Newmark Drive, Champaign, IL 61822-1076, so that one of these units can be tested on a shaker table that simulates RC5 conditions. ERDC-CERL has conducted numerous shake table seismic qualification tests in accordance with the same industry acceptance criteria (AC156), which is required by UFC 3-310-04. ERDC-CERL has developed a detailed test plan for the STS; defining the background; unit details; seismic hazard and test motions; anchorage details, instrumentation; functional test requirements; and detailed test steps; and test report requirements. That test plan titled �ERDC-CERL Seismic Test Plan for Static Power Static Transfer Switch� dated 17 April 2020 is provided as Appendix A. This procurement is set-aside for small business vendors. The applicable NAICS code is 561990 with a Small Business Size Standard of $12�Million. ALL OFFERORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
