Description
The U.S. Army Corps of Engineers, New England District (NAE) is issuing a Special Notice for a construction project to elevate up to 240 homes in the Rhode Island communities of Westerly, South Kingstown, Charlestown, and Narragansett. �The project will likely be implemented in phases starting with the town of South Kingstown.� This notice is to request information from industry on the techniques and approach used for this type of construction as NAE contemplates potential execution methods for design and construction.� The NAICS code for the construction work is 238190. A first construction procurement is expected to be issued by the summer of 2021. The construction is expected to take multiple years to complete. The estimated construction cost for all phases of the work is between $5,000,000 and $45,000,000 depending on extent of home-owner participation. The first phase of the project includes elevating up to 72 residential homes in the South Kingstown area above base flood elevation to reduce the risk of flood. Those structures located in the AE-zone (area of high risk subject to inundation by the 1% chance flood) of the floodplain will be raised and be provided with new foundations. Those in the VE-zone (similar to AE but subject to storm induced waves) will be placed on new concrete piers. �The scope of project also includes flood proofing up to 4 commercial structures. As we consider our approach for executing the design and construction for this project, we would like to discuss with industry the following: Interest and experience from construction contractors with relevant experience in performing this work specifically in Rhode Island and other locations in the Northeast US (New England, New York, New Jersey, and Pennsylvania). Experience of contractors performing comparable house-raising work at a scale of up to 80 homes over a construction season (please provide number of houses and contract cost) Extent and nature of work that a prime contractor would intend to do themselves and the extend and nature of the work that would be sub-contracted. Availability of specialty house-lifting contractors within 100 miles of the project location. Average cost per square foot to raise a residential house and factors that drive the cost to vary from the average (e.g., size of home, type of construction, other). Whether contractors have performed comparable work and if so, the type of contract used (i.e., design-build vs. design-bid-build, and low bid vs. selection based on qualifications or any other method). Experience performing flood-proofing of existing structures. What level of 'design' is typically provided to a contractor for this kind of work?� What elements of work are typically more designed and what are less designed?� Under what conditions would performance-based documents referencing the Building Code be sufficient? What is the typical duration range for raising one structure from mobilization to demobilization? What are the limitations for working on more than one structure at a time (i.e. equipment availability, staging)? What items of work are/are not included in the standard raising project (e.g. utilities impacted by the construction, underfloor insulation, stair reconstruction, patching of finishes, etc.)? What are the impacts/inconveniences the residents can expect during construction? Are there times where they will be required to vacate? If so, for how long? Responses are due by 01 October 2020.� Responses should be emailed to Elizabeth.K.Glasgow@usace.army.mil. �The Government may invite the responder(s) for a follow up discussion via video conferencing to get clarification and pose additional questions from the responses provided. The Government will not pay for any material provided in response to this special notice nor return the data provided.
