Description
The U.S. Army Corps of Engineers intends to award a sole source fixed-price contract to Teledyne CARIS, Inc (CAGE L0EH5). The purpose is to use CARIS S-57 Composer software to create, modify and analyze S-57 formatted vector data which is the industry standard for nautical charting. It is used primarily by the Inland Electronic Navigational Charts (IENC) team for quality assurance tasks which allow data visualization, validation of chart feature attribution and feature geometry evaluation of IENC charting data. The Teledyne CARIS HPD software suite, which includes HPD S-57 ENC Product Editor, HPD Server and HPD Source Editor, is a suite of products which provides efficiency in maintaining hydrographic source data and the production of multiple marine products (digital and hardcopy) from a single enterprise database. Teledyne CARIS S-57 Composer and CARIS Base Editor software are also used in S-57 data creation, data validation and bathymetric surface generation for analysis. The Teledyne CARIS HIPS and SIPS product is used to process raw and newly collected hydrographic data. The period of performance is one year after date of award. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within seven (7) calendar days of publication of this announcement.� Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.� Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.� If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a fixed price contract to Teledyne Digital Imaging, Inc.
