Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force (the Government) intends to issue a Firm-Fixed-Price Purchase order to a single source, Data Security, INC, under the authority of FAR 13.106-1(b)(1)(i) (only one source reasonably available) on or about 7 Sept 2020. The Delivery Date of these items will be on or about 1 Oct 2020. FSC: 7025 NAICS: 334112 Size Standard: 1,250 employees Supplier name: Data Security, INC Product description: The procurement of the following Solid State Media Device (SSD) destruction device is required to support the 711 HPW. Data Security Inc., is the sole manufacturer and distributor of the SSMD-2mm Solid State Disintegrator with no other authorized resellers for the SSMD-2mm Solid State Disintegrator model. Market research indicates other destruction devices lack the unique and salient characteristics to meet the Government�s requirements. Because this disintegrator provided by Data Security, Inc. is unique in capability, and no other manufacturer can match its characteristics, this requirement will be procured as a sole source award IAW 8.405-6(a)(1)(i)(B) via GSA Schedule GS-35F-0535T. Product characteristics an equal item must meet to be considered: Device must be listed on the NSA/CSS Evaluated Products List for Solid State Disintegrators as passing evaluation by the National Security Agency (NSA) for the physical destruction of solid state media, such as memory cards, thumb drives, solid state drives, cell phones and tablets, as well as optical media such as CDs and DVDs to 2mm particle size. Device must accept media up to 0.9 inch by 8.5 inches. Device must be simple, automatic push-button operation. Device must have an internal brain to sense overload and momentarily reverse automatically to clear and prevent jams. Device must have an automatic bin-full sensor. Device must have Life-Extend� destruction blades, grinders and screens that must be easily reused, adjusted and replaced. Device acoustics must be less than 85 dB. Device must use a self-contained, 3-phase air filtration system consisting of pre, carbon and HEPA filters. Device's MAIN power switch must be able to accept a lock for Lockout/Tagout in the OFF position. Device must have a footprint no greater than 27.5 inches x 43 inches with a height no taller than 49 inches for space considerations. Device must not weigh more than 1,200 lbs. Device must have castor wheels. Device must be 200-240V, 1 phase, 50/60 Hz, 6A. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 6 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above. Identification of any other socioeconomic status including: Women-Owned Small Business, Economically Disadvantaged Small Business, 8(a), Service�Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone. Company CAGE Code or DUNS Number. In your response, you must address how your product meets the product characteristics specified above. Submitted information shall be UNCLASSIFIED. Responses are limited to 10 pages in a Microsoft Word compatible format. Responses should be emailed to Stephen J.
