Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with THATec Innovation GmbH, located in Mannheim, Germany, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source to purchase Proprietary Software. ��� The National Institute of Standards and Technology (NIST) has provided funding for the development of new measurement capability to support magnetic random-access memories and novel spin based technologies. To facilitate the measurement of critical magnetic parameters, NIST has will build a modified Brillouin light scattering spectrometer.� In order to increase throughput, functionality and precision of measurement, we require new control software system that can be integrated with the BLS spectrometer and image stabilization software already being used at NIST. Specifications for control system: The control system shall be compatible and engineered for use with a JRS Scientific Instruments 6-pass Fabry-Perot interferometer (hereafter referred to as TFP). Shall have a GUI interface and works within the Windows 10 operating system. Shall be able to interface and control a third-party electromagnet via LAN, USB and analog connections. Shall be compatible and be able to seamlessly integrate with an existing image stabilization software module that was manufactured by THATec Innovation GmbH.� This system is currently in use at NIST to allow a future upgrade to a micro-BLS system. Shall be a proven system with that has been previously deployed and has a verifiable track record in the United States.� Custom, unproven or new solutions will not be considered. Shall be compatible with LABVIEW 2015 SP1 The NAICS Code is 334614, Software and Other Prerecorded Compact Disc, Tape, and Record Reproducing, with a small business size standard of 1,250 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to THATec Innovation GmbH for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 9/20/2020. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than September 3, at 11 a.m. MST.
