- This is a synopsis of a proposed contract action. It is a notice of intent to solicit and award a contract on a sole source basis; it is not a request for quotations or proposals. Veterans Health Administration, Networking Contracting Office 5 intends to solicit and award a contract to the National Academy of Sciences, under the authority of FAR 6.302-5, for the provision of a follow-up report on its assessment of the Department of Veterans Affairs Airborne Hazard and Open Burn Pit Registry. The National Academy of Sciences provided its initial report to Congress in 2017 and, as required by Public Law 112-260, Section 201, will also be tasked to provide the follow-up report not later than five years after the completion of the initial report. The requirements of the Public Law include: (i) an update to the initial report described in subparagraph (A) of the Public Law and (ii) an assessment of whether and to what degree the content of the registry established under subsection (a) of the Public Law is current and scientifically up to date.
