Description
INTRODUCTION AND PURPOSE: The Naval Air Systems Command, �Weapons Division Procurement Department, China Lake, CA intends to procure, on a 100% 8-A Set-Aside under NAICS Code 336411; �a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract on a competitive basis for Depot Level Maintenance/Maintenance, Repair and Overhaul (MRO) Support Services to a single awardee. This effort is for DLM/MRO services on aircraft, aircraft engines and associated components/material, involving the rework of existing aviation end items, systems and components and the manufacture of items and component parts that are otherwise not available. This is to include modernization, conversion, in-service repair, assembly, disassembly, and all other categories of aircraft maintenance and associated business program support for Fleet Readiness Center (FRCSW) San Diego, CA. �The types of aircraft and associated aircraft components requiring DLM include, but are not limited to the following aircraft: �AV-8B, C-130, C-2, E-2, EA-6B, F/A-18, H-1, H-53, H-60, MQ-8, P-3, P-8, F-35 and V-22; emerging new aircraft workload and associated systems, equipment and components, such as LM2500, T34, T44, T45 T700 and Voyage Repair Team (VRT) services which cover the repair, maintenance and overhaul of shipboard aircraft launch and recovery service. The Contractor shall provide aircraft DLM to fleet squadrons within the United States. The DLM support services requirement at FRCSW consists of contractor support for workload surges and overflow. This acquisition is a follow-on effort to N68936-17-C-0081. The current contract expires 31 October 2022. The anticipated ordering period for this acquisition will be 01 November 2022 to 31 October 2027. �� (1)�� �PROGRAM DESCRIPTION: This acquisition is for DLM/MRO services on aircraft, aircraft engines and associated components/material, involving the rework of existing aviation end items, systems and components and the manufacture of items and component parts that are otherwise not available.� (2)�� �REQUIRED CAPABILITIES: This requirement will provide on-site DLM/MRO services (Artisan labor support) on aircraft, aircraft engines and associated components/material systems/equipment. (3)�� �PLACE OF PERFORMANCE: Fleet Readiness Center (FRCSW) San Diego, CA and other subordinate locations. (4)�� �CONTRACT TYPE: The Government is contemplating awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract. (5)�� �SPECIAL REQUIREMENTS: N/A (6)�� �ADDITIONAL INFORMATION: N/A (7)�� �CONTRACTOR RESPONSE: This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-20-R-0142 and provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Contractor responses shall also include the following information: a)�� �A reference to the solicitation number N68936-20-R-0135 and brief title of this announcement; b)�� �Company name and address; c)�� �Company's point of contact name, phone, fax, and e-mail; d)�� �Declaration as to whether a U.S. or foreign company; e)�� �Company size (Small or Large according to the identified NAICS and size standard identified), f)�� �If your company is a small business, specify type(s), g)�� �Provide any anticipated teaming arrangements and delineate between work to be accomplished by the prime and the work to be accomplished by the teaming partners, h)�� �A brief capabilities statement package (no more than 10 pages in length, double spaced, 12 point font minimum), demonstrating ability to perform the specific requirements discussed above.� - Information provided should highlight the hiring capabilities for a workforce of more than 300 laborers.� - Information provided should highlight capabilities with hiring contractor personnel that have the appropriate security clearances during the transition period.� - Interested contractors should also highlight their training experience for mobilization. i)�� �An outline of previous projects related to the program description, identify specific work previously performed within the last 10 years or currently being performed related to the program description; and j)�� �Any other specific and pertinent information as pertains to this particular area of procurement that would enhance the Government�s consideration and evaluation of the information submitted.
