Description
The purpose for this amendment no. 2 to the Phase I part of this Design-Build solicitation is for the following: To extend the response due date from August 28, 2020 to August 31, 2020 at 9:00 am EST. To post all updates on beta.Sam.gov to include Amendment no. 1. Correct b. of the Amendment no. 1 which reads �To remove Attachments A, 2, 3, 4, and 5 to eliminate repetitive requests for information.� Similar questions are asked in the SF330� to read: �Attachments 0, 2, 3, 4, were removed and 5 and 6 are optional examples, only.� The numbering format has changed to include all changes not limited to descriptive information in the Request for Qualification document. To attach new questions and answers. All other terms and conditions remain unchanged. The purpose for this Amendment is to extend the date to issue Request for Qualification to post on or before August 19, 2020 at 11:00 pm EST. All other terms and conditions remain unchanged. The purpose for this Amendment is for the following: a.� Request letters of interest from prospective companies to be emailed to the Contracting Officers listed in this solicitation no later than August 17, 2020. b. Request for Qualifications from those interested companies will be issued no later than August 18, 2020.� That request will include description of the project scope and required work, statement of qualification, instructions for completing the application and forms, and criteria for how the responses will be evaluated and scored. c.� All other terms and conditions remain unchanged. This is a notice of proposed contract actions as prescribed under FAR subpart 5.204 and FAR subpart 36.214 (Pre-solicitation Notices). This requirement is 100% set-aside for Small Business. The North American Industrial Classification System (NAICS) code for this acquisition is 236220 � Commercial and Institutional Building Construction and the size is $39.5mil.� The US Department of Transportation/Maritime Administration (USDOT/MARAD) Location: �Tomb Field at the United States Merchant Marine Academy (USMMA), 300 Steamboat Rd, Kings Point, NY 11024. Title: This is a TWO-PHASED DESIGN-BUILD ACQUISITION as prescribed under FAR subpart 36.3 to procure and install a new complete fully operational and functioning VIDEO SCOREBOARD on a Firm Fixed Price basis. The awardee shall provide all labor, materials, tools, equipment and supervision necessary to design and build work to include, but is not limited to, investigative work, surveying the area, design, demolition, rigging, supplying a new scoreboard, removing and disposing of the existing scoreboard, installation, commissioning, testing, training, certifying and a10-year warranty.� The work is to be completed by December 11, 2020. All qualified Small Business offerors may submit for PHASE I. After PHASE I evaluation, selected PHASE II offerors will be notified with instructions to submit PHASE II proposals. Request for Proposals will be issued on this www.betaSam.gov website on or about 15 days after this synopsis notice is posted.� Period of Performance:� Work is to be completed 77 days after Notice-to-Proceed (NTP) is issued to the awardee.�� In accordance with FAR 36.204, disclosure of the magnitude of this construction project ranges between $500,000 and $1,000,000. The government intends to award a Firm Fixed Price Contract in September 2020. This notice is for informational purposes only and is not a request for submission of offers. �No other information regarding scope, dates, etc. is available until issuance of the solicitation on https://www.betaSam.gov . As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the MARAD will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will only be available for download at no charge at the Contract Opportunities tab at website (https://www.betaSam.gov ) on or about August 13, 2020, with a due date to be specified in the Solicitation.� Further details of all dates and events, including site visit and proposal response date, will be available in the solicitation. �No other site shall be used to obtain these documents. All interested offerors (prime contractors & subcontractors) should register at https://betaSam.gov �on the website: https://www.betaSam.gov so that others will know of your interest in participating in this procurement. �An Offeror�s List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offeror�s responsibility to register at the sam.gov website.� Offerors are advised that they are responsible for obtaining ALL proposal documents and acknowledging any amendments, and should re-visit the betaSam.gov website periodically to check for any modifications to this notice, updates, or amendments without further notice from the USDOT/MARAD. Prospective contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management database at http://www.sam.gov shall be verified prior to submitting an offer. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. THE MILLER ACT IS APPLICABLE AND PAYMENT AND PERFORMANCE BONDS IN A PENAL AMOUNT EQUAL TO 100% OF THE CONTRACT PRICE AND ANY INCREASES ARE REQUIRED.
