Description
The United States Coast Guard Surface Forces Logistics Center (SFLC), Contract Procurement Division (CPD) Branch 2, Icebreaker, Buoy and Construction Tender Product Line (IBCTPL) intends to issue a Firm Fixed Price Indefinite quantity (IDIQ) contracts on a Brand Name basis to the original equipment manufacturer (OEM), Caterpillar Incorporated authorized dealers for remanufactured main propulsion diesel engines. The IDIQs will be established using FAR Part 12, Acquisition of Commercial Items and FAR Subpart 15, Contracting by Negotiation. The acquisition will be solicited as a Other Than full and Open competition is 10 U.S.C. � 2304(c)(1) implemented by the FAR Subpart 6.302-1 entitled �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.�� The acquisition will be issued as a Best Value, Request for Proposals (RFP), on or about September 14, 2020.� The solicitation will be issued electronically on BETA SAM web page at http://www.beta.SAM.gov.� It is incumbent upon contractors to monitor the beta.sam web page for RFP release and all subsequent amendments. The contractor shall provide remanufactured main propulsion diesel engines for the Seagoing and Coastal Buoy Tenders (WLB & WLM), Inland and River Tenders (WLI, WLIC, &WLR), and Tugs (WTGB & WYTL) class vessels in accordance with OEM standards. The remanufactured Caterpillar Models are D353, D379, D3304, D3306, D3406, D3412, D3508, and D3608. The remanufactured CAT Engines will include CAMPAR testing, engine timing synchronization, engine valve rotators, and vibration analysis. The government estimates 22-30 main propulsion diesel engines will be service annually. Anticipated Period of Performance: ��The performance period for this requirement includes one base year and four option years.� The base period of this indefinite delivery contract will begin on date of award for twelve months thereafter.� AWARD:� It is the Coast Guard�s intention to award four Firm Fixed Price Indefinite quantity (IDIQ) contracts on a Brand Name basis to the original equipment manufacturer (OEM), Caterpillar Incorporated authorized dealers for remanufactured main propulsion diesel engines NAICS Code/Size Standard: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,250 employees. **Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. **� All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
