Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 16 in support of the Michael E. DeBakey VA Medical Center (MEDVAMC) located in Houston, Texas intends to issue and award a sole source, firm-fixed price type contract with a performance period of five (5) years to Government Marketing and Procurement LLC 13350 Ranch Rd 12, Wimberley, TX, 78676-5075, for software support, license renewal and software maintenance at the MEDVAMC, located at 2002 Holcombe Blvd., Houston, Texas 77030. It has been determined that through initial Market Research, only one responsible source can provide the services required via the attached Statement of Work (SOW) in accordance with Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized . THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Jeneice McClinton, by 10:00 am (Central Time), September 9, 2020. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following: 1. Statement of Capability: Submit a brief [five (5) pages or less] capability statement explaining your capability to perform services for the CAVHS. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. 2. Business Size and Socio-Economic Status: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a VIP verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at www.sam.gov and/or the VetBiz Registry at www.vetbiz.gov. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in SAM. To receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. 3. Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from Government Marketing and Procurement LLC identifying they are an OEM, authorized dealer, authorized distributor, or authorized reseller to provide software support, license renewal and software maintenance, evidence of proof verified by an authorization letter on OEM letterhead or other document(s) of valid purchase to obtain parts/supplies and proof of access to perform software/updates from the OEM. All software licensing, warranty and supply/service associated with the software/updates shall be in accordance with the OEM terms and conditions. The intent of this notice is for informational purposes only. Interested parties may submit information for consideration by the government to: Jeneice.mcclinton@va.gov no later than the response due date/time identified above.
