- Sources Sought/Request for Information Description: This Sources Sought Synopsis is in support of Market Research being conducted by the United States Navy to identify potential sources, and to issue a Request for Information (RFI) from all businesses capable of providing portable Hazardous Materials (HAZMAT) storage containers for use on U.S. Navy ships. The U.S. Navy is developing design requirements for portable HAZMAT storage containers.� The proposed requirements contain the minimum design specifications required by the Naval Sea Systems Command.� The design requirements were developed based on known Navy shipboard uses and specifications for HAZMAT storage aboard Navy ships. The proposed design requirements specify features such as fire protection, storage racks, doors, locks, and sumps. Requirements are also included for shock qualification (Grade B per MIL-S-901E) and vibration (MIL-STD-167) testing.� The purpose of this Sources Sought is to obtain vendor feedback to determine if commercially available HAZMAT storage containers comply with the Navy�s proposed requirements or if vendors have the capability to design and build a container to fully meet the proposed requirements. Responses: Interested businesses are requested to provide the following information: Company Name and CAGE, if available Company Contact Information (Address, Phone Number, email) Product Part Number Product Features Copy of current Product/Technical Data Sheet Physical Dimensions of Product Features currently meeting requirements of Attachment A, including the specifics requested in Attachment A (i.e. type of fire extinguishing medium, NFPA 30 fire rating). Features not currently meeting requirements of Attachment A.� Also indicate if the product can be modified to meet the requirement. Objective Quality Evidence (i.e. Shock/Vibe Test Results), if available Price per Unit Issue Past or current maritime or military customers Feedback to improve the proposed requirements Attachment A Proposed Design Requirements for a Portable HAZMAT Storage Container for use on U.S. Navy Ships The container shall be MIL-DTL-901E Grade B Shock compliant. Provide test data/report. The container shall be MIL-STD-167 Type I Vibration compliant. Provide test data/report The container is weather or leak proof. The container�s capacity shall be approximately 250 cubic feet The container has a sump capable of containing 10% of the aggregate volume. The container will hold less than 180 gallons of HAZMAT. The container shall have a self-contained fire suppression system.� Provide type of extinguishing medium. The container shall be NFPA 30 rated.� List whether 2 or 4 hour fire rating. The container shall be fork lift accessible. The access door(s) shall be lockable with a means to limit free swinging of the door(s).� The door(s) shall also be capable of being locked in the fully open position. A Bonding and Grounding connection shall be provided. The storage racks shall be provided within the container and shall be Grade B shock compliant.� The shelves shall be solid construction with a lip to contain leaks.� The lip shall be of sufficient height to contain the contents of a spilled five gallon can on a fully loaded shelf.� The shelves shall have a restraint device to ensure the cans on the shelves do not fall off the shelves during ship�s motion while at sea. The exterior of the container shall have tie down points to enable securing to the ship�s deck. General construction shall meet the requirement of ISO 1496 Freight Containers � Specification and Testing; General cargo containers for general purposes.
