THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED REQUIREMENT. PARTICIPATION IN THIS REQUEST FOR INFORMATION IS VOLUNTARY. NO COMPENSATION WILL BE PROVIDED. Objective This is a Department of State (DOS) Sources Sought only.� Contractors are requested to read and respond to the below accordingly. The responses from this notice may be used as market research to determine an acquisition strategy for an imminent anticipated competitive acquisition. The purpose of this Source Sought notice is to survey the vendor community for potential sources who can support a requirement to provide ongoing laboratory testing support, including Reverse Transcriptase-Polymerase Chain Reaction, Antigen, and immunoglobin testing for the SARS-CoV-2 virus to sustain the Department�s diplomatic mission. As requirements for pre-travel, post-travel, return to work, and other activity-specific COVID testing increase, the Government has a requirement for scalable testing capacity to meet the needs of the Diplomatic community. The required services will include: Sample Acquisition: The Contractor shall provide all personnel, durable equipment, and expendable supplies necessary to perform order entry, acquisition of biological samples, packaging of sample, and transportation of samples from the location of sample acquisition to the Contractors sample processing laboratory. Work Location � Pathway 1: In Pathway 1, samples are acquired by Contractor personnel in a Government-provided clinical location in the 20037 postal code between the hours of 0700 and 1100 �and 1230 EST seven days per week.� The Contractor shall be responsible for the provision of all IT and procedural equipment and supplies necessary to perform sample acquisition activities during the operating hours and turn over the clinical space for other clinical use by the Government at the completion of each day.� On-site storage areas for supplies will not be available. Work Location � Pathway 2:� In Pathway 2, samples are acquired by Contractor personnel at their registered place of business in a manner otherwise consistent with the Contractor�s normal operating procedures between the hours of 0830 and 1700 EST seven days per week.� The Contractor location must be within a 20-mile radius from 2401 E Street, NW, Washington, DC 20037. Laboratory Requirements:� Contractor must hold and maintain a Clinical Laboratory Improvement Amendments Certificate of Accreditation from an accreditation organization approved by the Centers for Medicare and Medicaid Services and be within a 20-mile radius from 2401 E Street, NW, Washington, DC 20037. Sample Acquisition Capacity: The Contractor shall employ and provide sufficient personnel, equipment, and supplies to obtain and process 180 samples per day (4 -hour accession period) under Pathway 1, and 180 samples per day under Pathway 2. Sample Transportation:� The Contractor shall transport all samples to their laboratory processing facility within one hour of the conclusion of daily activity under Pathway 1 and within 1 hour of sample acquisition under Pathway 2. Sample Processing Time:� For Reverse Transcriptase � Polymerase Chain Reaction (RT-PCR) testing for SARS-CoV-19, the Contractor shall provide final results within 24 hours 90% of the time, 30 hours 95% of the time, and 36 hours 100% of the time.� For the purposes of contract performance monitoring, sample processing shall begin 2 hours after the conclusion of daily activity under Pathway 1, and within 2 hours of sample acquisition under Pathway 2. Sample Reporting:� The Contractor shall provide the Government access to a web-based, HIPAA compliant portal with which to access laboratory results on a 24-hour/7-day per week basis, with results available not less than 60 days following sample processing.� Daily batch results shall be provided to the Government in Microsoft Excel format on a daily basis, transmitted through a Government-directed secure portal.� The Department of State anticipates that the primary place of performance will be within the National Capital Region. However, the Department of State is required to operate at 270 posts in 190 countries around the world. As such, any resulting IDIQ contract will include a term stating that there are no geographic limitations to where work can be performed. Acquisition Information Specifically, the DOS wishes to determine whether there may be small business interest that could provide services and supplies meeting the Department�s requirements. The responses received (or lack thereof) in response to this notice may be used as a partial basis for the Contracting Officer�s determination as to the appropriateness or inappropriateness of a small business or other socio-economic set-aside under the subsequent solicitation (RFP). Responses should be limited to 10 pages or less and be submitted as a Microsoft Word or Portable Document Format (PDF). In addressing the requirements, weight and detail paragraphs and bullets as deemed appropriate. Provide recent/relevant experience, capabilities, contracts, and customer information as respondent deems appropriate. For past performance cited, vendors are encouraged to include a POC at the Government Agency or business at which work was performed. Companies are welcome to provide any brief concluding remarks and comments, as deemed appropriate. At this time, the Government will not entertain telephone calls or questions for this SS. The Government may choose to reach out directly to vendors after reviewing and evaluating the submissions. Government Questions to Industry, to include: In order to foster the maximum amount of competition that will lead to the best value solution, the Government would like to solicit industry feedback on how to better develop the RFQ or RFP and resulting contract.
