- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate on a sole source basis and award a contract to YARDI Systems, Inc., (430 S Fairview Avenue. Santa Barbara, CA 93117) for Real Estate Owned (REO) Case Management Services. This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements� in accordance with 41 U.S.C. 3304(a)(1). The FAR Part 15 �Contracting by Negotiations� as supplemented by the HUD Acquisition Regulation (HUDAR), will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 518210: Data Processing, Hosting, and Related Services with a size standard of $35 million. The PSC Code is R408: Support � Professional: Program Management/Support. HUD anticipates negotiating and awarding a firm-fixed-price (FFP) sole-source bridge contract to YARDI Systems, Inc., for this requirement. The Office of Single-Family Asset Management (SFAM) at HUD requires a Business Service Provider (BSP) to support case management via SaaS (Software as a Service). The services provided assist with the analysis, management and operational procedures associated with the Single-Family Disposition Process (SFDP). These services include providing a web-based online subscription with the ability to have SFAM specific workflow processes. The case management support provided serves as the primary process for HUD staff and its business partners to send, receive, distribute, analyze, maintain, and manage information relative to HUD specific case management and workflow tracking processes. The HUD specific case management and workflow tracking processes are as follows: Pre-conveyance compliance, Post-conveyance property management, Disposition strategies, Retail REO, Contractor monitoring, Report capabilities, and Help Desk services The case management process allows for immediate (real-time) availability to complete a variety of portfolio management functions and that also include interfacing with all HUD approved internal application systems. The current contract, DU100H-15-C-17, with YARDI System Inc., expires on September 29, 2020 and the government cannot afford to have any break in service or incur additional expenses. The P260 application is a major application providing mission-essential functions to HUD. As a result of there being a delay in the Office of Finance and Budget�s re-procurement of a key system, the Single-Family Acquired Asset Management System (SAMS), this directly affected the government�s re-procurement of the REO Case Management solution. SAMS and P260, the current REO Case Management solution, has a bi-directional interface exchange and updates property disposition status and track disbursements. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to YARDI Systems Inc.
