- Naval Supply Systems Command San Diego hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to San Diego Community College District to provide Vocational Training Programs for the Naval Consolidated Brig Miramar. Brief Description of Requirement: Naval Consolidated Brig (NAVCONBRIG) Miramar (Level II and III) has continuing requirements to provide school curriculum-based technical training to prisoners at NAVCONBRIG Miramar (NCBM). The service shall grant prisoner-students official documentation of completed labor hours and nationally recognized continuing education units (CEUs) that are transferrable to other educational institutions. Upon successful completion of the program, the educational institution shall award nationally recognized certification for each vocational training course completed. The contractor shall commence training within 30-calendar days after contract award. The contractor shall perform 120 hours of HVAC classroom instruction to 10 prisoners; 108 hours of Small Business Essentials and Planning classroom instruction to 15 prisoners; 250 hours of Basic Upholstery classroom instruction for 10 prisoners; and 144 hours of Basic Sewing for 10 prisoners. The contractor shall provide training between 0630 and 1530, on weekdays (Monday through Friday) except declared Federal holidays. The specific number of hours and days per week will be coordinated with the Vocational Director once the contract has been awarded. There will be no written solicitation issued. This is a notice of intent to a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. All responsible sources may submit the following information in their response: 1) Current capability statement that demonstrates your companys ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number. This information will be used to determine if a competitive procurement is in the best interest of the Government. IMPORTANT NOTES: 1) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. 2) Respondents may respond via e-mail no later than 01 September 2020 at 11:00am Pacific Standard Time (PST) to jonathan.stames@navy.mil. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to San Diego Community College District under the authority of FAR 6.302-1.
