- Description
- This is a Request for Information (RFI). The Space and Missile Systems Center (SMC) Space Development Corps requires modernized information technology (IT) infrastructure to support competitive and contested space acquisition. Currently, the Space Development Corps is reliant on legacy IT infrastructure leading to several disparate organizational and point-to-point networks, no single common file library, and no easy way to collaborate at and across higher classification levels. The Next Generation Overhead Persistent (NG OPIR) and Evolved Strategic Satellite Communication (SATCOM) (ESS) Program Offices are seeking to transform the way they integrate with several, nationally-dispersed Government agencies, off-campus support contractors, and industry partners in support of its mission. As a risk mitigation and to meet evolving security compliance requirements, a significant number of disparate networks have been established, leading to inefficiencies in sharing information at both a classified and unclassified level. Due to the NG OPIR and ESS Program Offices� growth over the past few years, the network integration with industry and support contractors has become more complex, while the new National Command and Control Communications (NC3) Security Classification Guide drives significant increased need for classified network and system access for the SMC and its partners. Further, the network integration issues were exacerbated when the Secretary of Defense directed increased protections and classification levels for all NC3 programs by Fiscal Year 2023. The Government is requesting information pertaining to an agile and scalable classified IT enterprise solution at the Secret, Top Secret collateral, and Top Secret/Sensitive Compartmented Information (SCI) levels, including infrastructure, software, network and end user devices to serve a current user base of approximately 400-1,000 members across several Continental ��United States government, contractor and industry partner sites.� This IT enterprise solution requires a suite of administrative, collaboration and simulation/modeling tools and capabilities in support of NG OPIR and ESS missions.� To facilitate an IT environment with multiple government and industry partner members, security controls must include a high confidence capability to restrict access to specific data elements including, but not limited to, proprietary and sensitive data to those identified with proper clearance and a need to know.� Additionally, this IT enterprise solution must be scalable and extendible in order to facilitate future growth in number of users and locations. Finally, the IT enterprise solution should address requirements for the Secret and Top Secret levels as an integrated solution or as separate IT solutions for each level. Responses are encouraged to consider leveraging existing US Air Force, Department of Defense, Intelligence Community and Commercial classified Cloud enterprise programs including Air Force Cloud One; Azure Secret; Amazon Web Service (AWS) Secret and Top Secret Regions, milCloud 2.0.� Additionally, responses are encouraged to consider other existing tools and technologies (i.e. Defense Enterprise Office Solution (DEOS); Commercial Solution for Classified (CSfC), etc.). SMC is particularly interested in industry perspectives on this requirement including its scope, timeline to develop, field, operate, maintain, and sustain this capability. The information submitted in response to this RFI will be incorporated into SMC plans to meet the current and emerging NG OPIR and ESS program data access, security and collaboration requirements. Submission content and format shall be submitted in accordance with the attachment related to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This notice is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This notice does not commit the USSF to contract for any supply or service whatsoever. Furthermore, the USSF is not, at this time, seeking proposals. Responders are advised that the USSF will not pay for any information or administrative costs incurred in response to this notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts. All costs associated with responding to this notice will be solely at the responding party's expense.
