- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, NATIONAL MARINE FISHERIES SERVICE (NMFS), ALASKA FISHERIES SCIENCE CENTER (AFSC) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH JANE DOLLIVER FOR A COORDINATED SEA BIRD STUDY. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S DETERMINATION THAT JANE DOLIVER IS THE ONLY SOURCE CAPABLE OF PERFORMING THE COORDINATED SEA BIRD ANALYSIS REQUIRED BY THE NMFS. This contract is very specific to NOAA Fisheries monitoring and research efforts related to seabird interactions with commercial fisheries in Alaska, Given the knowledge, skills, and abilities needed to complete this suite of tasks there are no other individuals capable of completing this work. Ms Dolliver has managed the COAST Observer Training for the past 5 years and has worked as the secretary of the Pacific Seabird Group.� She has a deep and comprehensive understanding with the North Pacific Observer program and with seabird identification, seabird data collection and reporting protocols.� Ms. Dolliver has spent many years researching the Short Tail Albatross, an endangered species, and has extensive experience coordinating reports of ESA-listed seabird takes with the U.S. Fish and Wildlife Services (FWS). A vendor other than the one identified will require either a substantial reduction in deliverables, or an extended timeline well past important milestones plus a great increase in cost to cover this additional time. THE period of performance WILL BE THE DATE OF AWARD THROUGH 5/31/2021. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
