- SUBJECT: Pharmaceutical Waste Management Program VAMC Huntington Wv DISCLAIMER: This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this Sources Sought. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. At this time, questions concerning the composition and requirements for a future Request for Quote will not be entertained. SUBJECT: The Department of Veterans Affairs is conducting market research in order continuation of a pharmaceutical waste management program for VAMC Huntington VA Medical Center. The government anticipates awarding a one Firm Fixed Price contract that will provide the support services listed within the below attachment. OBJECTIVE: See attachment. All information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought shall be submitted via email to craig.armagost@va.gov no later than 1300 (1 pm) EST on 8/31/2020. PERFORMANCE WORK STATEMENT STATEMENT OF WORK PART A GENERAL INFORMATION A.1 INTRODUCTION: Continuing a comprehensive pharmaceutical waste management program for VAMC Huntington. A.2 BACKGROUND: The management of pharmaceutical waste is a critical activity for hospitals wanting to be in compliance with the Joint Commission, EPA, and DOT. VAMC Huntington is committed to complying with all set regulations and to promote a healthy environment. A.3 SCOPE OF WORK: Program Components will include: 1. Pharmaceutical Waste Identification and Characterization. 2. Staff Training and Education. 3. Transport and Disposal of all Pharmaceutical Waste. 4. After Care (follow up surveys). 5. Provide Waste Manifest and Poundage Reports by Pharmaceutical class. Pharmaceutical Waste Identification and Characterization: Be able to maintain a proprietary database with National Drug Codes The database will be monitored and updated as needed. A custom formulary for VAMC Huntington will be created from the National Drug Code. The waste characterization will include a determination of both the proper EPA/RCRA and DOT waste determinations. Work with our pharmacists to research and characterize compounded drugs in our formulary. Develop a coding system to identify inventoried pharmaceuticals that are hazardous and non-hazardous. New drugs that are added to the formulary will be characterized on an ongoing basis. Staff Training and Education: Training will be conducted by subject matter experts and will include: o An introductory training module. o EMS training module. o Clinician, nursing, and pharmacist training module including unit to unit training. o Annual refresher training. Implementation of the program: Set up a pharmaceutical waste container system in patient care and pharmacy areas (Satellite Accumulation Areas or SAA) Set up walk through with key players to determine the location, type, and number of containers needed in each department will be determined at this time. Recommend set of satellite accumulation area containers. Use color coded containers. Provide consultation on the regulatory aspect of the SAA. Set up Central Accumulation Area (CAA) Assist with location and set-up of the CAA within medical center. Trained professionals will package the waste into the DOT waste streams in Rm BB111 (CAA) for final disposal. Transport and Disposal of Pharmaceutical Waste: Vendor will handle all transporting and disposing of the hazardous and non-hazardous pharmaceutical waste generated from this medical center. Vendor will collect pharmaceutical waste from SAA at least once a week. Complete disposing, manifesting, and tracking responsibilities of the pharmaceutical waste. Replace DOT shipping containers. After Care (Follow up Surveys): Provide follow up surveys to maintain compliance with EPA/RCRA, DOT, and the JC. Provide documentation of our progress of the program and to assure our compliance. Inspect waste containers. Inspect storage areas. Report inspection findings. Provide manifest and waste reports. STATEMENT OF WORK PART C SUPPORTING INFORMATION C.1 Places of Performance: VA Medical Center, 1540 Spring Valley Dr., Huntington, WV C.2 Period of Performance: Contract period is from October 1, 2020 to September 30, 2021. Performance is to begin 15 calendar days from date of award. C.3 Special Considerations: C.3.1 Contractor Furnished Materials: All materials and tools to complete the work identified. C.3.2 Government Furnished Materials and Services: The Government will, on rare occasion, provide office or meeting space to discuss test results, projects, or plans. May also provide desk phone service as needed. C.3.3 Qualifications of Key Personnel: Possess the necessary certifications, (DOT, EPA) to classify, package and transport pharmaceutical waste. C.3.4 Security Requirements: Contract personnel shall be in uniform and display photo identification at all times while performing duties at the VAMC Huntington. Contract personnel must check in at the M&O office upon arrival and wear appropriate vendor identification badges provided by the VA Huntington.
