Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NFFN7600-20-03076 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08.�� � � � � � � � � � � �� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � ��� � � � � � � � � � � � � � � � � The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) in Miami, FL has a requirement for a security system upgrade that includes 45 high definition cameras and supporting equipment. The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% small business set-aside. The associated NAICS code is 561621, Security Systems Services with a Size Standard of $22 million. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided. Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern Daylight Time (EDT) on September 3, 2020; any award resulting from this RFQ will be made based on LPTA. Quotes must be submitted electronically via e-mail to Kelly.Parr@noaa.gov. All questions must be submitted in writing to Kelly.Parr@noaa.gov by 11:00 A.M. EDT on August 28, 2020. Telephone inquiries will not be honored. The anticipated award date is on or about September 11, 2020. Contractors are encouraged to register with the Contract Opportunties Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. **Site Visit** It is recommended that contractors interested in submitting proposals schedule a site visit with NOAA staff to inspect the areas for camera placement and installation. �Site Visits shall be scheduled with Larry Burns, 321-399-4760, larry.burns@noaa.gov per agreed upon appointment. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70 beginning on page ten (10) of this solicitation.**
