Description
This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the Moab Remedial Action Contract (RAC) acquisition. The Request for Information (RFI) for Moab RAC was previously issued under Document ID 89303320NEM000023.� The U.S. Department of Energy (DOE) is seeking offers to complete the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project via Remedial Action Contract (RAC).� A Draft RFP and a Final RFP is being conducted for the Moab RAC acquisition.��Within 15 to 45 days from the date that this notice is published, the DOE Office of Environmental Management (EM) anticipates the issuance of the Draft RFP.� A Single-Award Indefinite Delivery / Indefinite Quantity (IDIQ) contract vehicle using EM�s End State Contract Model (ESCM) is contemplated.� The ESCM is a concerted effort within EM to reinvigorate the nuclear waste cleanup completion mindset.� ESCM employs a Two-Step Process: 1. Competitive, qualifications-based Single-Award IDIQ RFP; 2. Post-award negotiation of discrete scopes of work through effective partnering on a Task Order basis (Firm Fixed Price or Cost Reimbursement).� The ESCM provides EM the ability to partner with industry and stakeholders at this critical juncture of the Moab UMTRA Project to openly negotiate the right, risk-based interim and final End States to reach completion.� The IDIQ ordering period for the Moab RAC is expected to be ten years. The DOE EM Consolidated Business Center (EMCBC) has created a procurement website where additional information about this acquisition will be provided, viewable at https://www.emcbc.doe.gov/SEB/MoabRAC.� Information posted on the procurement website will be updated as it becomes available; therefore, interested parties should monitor the procurement website for additional information.� Please see the attached Synopsis document for further information.
