- Description
- The United States Department of Agriculture (USDA), Economic Research Service (ERS), intends to negotiate a sole source contract with IHS Markit.� �� Crop and state level pesticide data is necessary to update the national and state productivity accounts that are critical ERS public data product used by a wide variety of stakeholders and customers.� Public pesticide data at the required level is available from the National Agricultural Statistics Service but is not comprehensive for either crops or states and therefore would not allow us to complete fully national accounts.� IHS Markit is the sole vendor of comprehensive data on the quantity and price pesticide inputs in agriculture for all major crops and by State, which is essentially to complete the ERS national and state productivity accounts that are updated bi-annually.� The key public data source for chemical inputs comes from the National Agricultural Statistics Service (NASS)� but is not comprehensive and therefore must be supplemental by propriety data,� ERS has incorporated IHS Markit�s data (or that of its predecessor AMISGlobal) into the national accounts for well over a decade.� Utilizing a different data source would introduce uncertainty into the product statistics. The NAICS Code for this requirement is 519190 � All other Information Services � THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.� Authority for this sole source procurement is under 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1(a)(2), one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
