Combone Synopsis/Solicitation - Update FRA National Railroad Network Model (NRNM) The Federal Railroad Administration (FRA) has a requirement for services to update the FRA�s National Railroad Network Model (NRNM) to include the 2019 traffic density data and recommend changes to the national rail network system.� Updating the NRNM is an annual effort that that takes the previous year�s Class 1 railroad density data (from maps or digital formats) and codes them onto the NARN.� This Solicitation 693JJ6-20-Q-000006 is being issued as a Request for Quotation (RFQ). �Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subparts 12.6 and 13.1, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 2020-07.� This requirement is for Full and Open Competition.� The North American Industry Classification System (NAICS) Code for this procurement is 541330.� The Federal Railroad Administration intends to acquire commercial services to update the FRA�s National Railroad Network Model (NRNM) to include the 2019 traffic density data (and previous years data for option years) and recommend changes to the national rail network system (see attached Statement of Work for period of performance and deliverables). Additionally, in accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include the following: The Government anticipates awarding a firm-fixed-price (FFP) contract with a one (1) year base period of performance and up to four (4) one (1)-Year Option periods. Interested parties capable of providing the specified services shall prepare their quotation in accordance with the attached �Instructions to Offerors', dated 08/13/2020, and the attached �Statement of Work�, dated 05/28/2020, and submit to Isaac Rosier, Jr., Contracting Officer, at UpdateNRNM20Q000006@dot.gov.� Offerors shall submit a technical and price quotation.� Award will be made on a �best value� basis. The evaluation criteria, in descending order of importance, are:� Technical Approach, Key Personnel, Past Performance and Price. All non-price evaluation factors combined are more important than Price.� The technical proposal shall not exceed 10 pages.� Resumes of key personal are limited to 3 pages each.� A Cover Page, Executive Summary and Table of Contents (1 page each) may be included but will not be counted towards the 10-page limit. Offerors are encouraged to direct any questions to the Contracting Officer by e-mail (refer to Atch 2 for previous questions/answers).� No telephone inquiries will be accepted.� Questions regarding this combined synopsis/solicitation shall be submitted to the Contracting Officer, Isaac Rosier, Jr., at the email address above no later than Thursday, 08/20/2020 at 3:00 P.M. EST.� Any questions received after this date and time may or may not be answered due to time constraints of this combined synopsis/solicitation.� Answers to questions will be posted within two working days.� QUOTATIONS are due on THURSDAY, 08/27/2020, at 3:00 PM EST and should be submitted via email to Isaac Rosier, Jr. at UpdateNRNM20Q000006@dot.gov.
