- REQUEST FOR INFORMATION (RFI) Emergency Pandemic- Nitrile Exam Gloves 1. Description: The Department of Veterans Affairs and Veterans Health Administration (VHA), is conducting a market survey and is seeking potential sources for Nitrile Exam Gloves, according to the minimum technical requirements (MTR) listed below. This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided. Furthermore, the responses obtained will assist the VA with ensuring any final requirement is clearly defined to mitigate potential cost, schedule, and performance risk. The Government believes industry feedback is important and is receptive to comments and lessons learned from industry partners highlighting any potential problem areas associated with this effort. 2. Background: The U.S. Department of Veterans Affairs (VA) and Veterans Health Administration (VHA) manages the United States largest integrated healthcare system, providing care at 1,243 healthcare facilities, including 172 medical centers and 1,062 outpatient sites of care of varying complexity (VHA outpatient clinics), serving approximately 9 million enrolled Veterans each year. 3. Scope of Work: The purpose of this RFI is to solicit statements of interest and capabilities from all business sizes capable of providing the supplies outlined in this document. The responses to this RFI will help determine: 1) The acquisition strategy 2) Whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms 3) Due to COVID-19 pandemic and resulting supply chain challenges, whether enough BAA or TAA-compliant products can meet the Government s needs. Specific quantities have not been identified at this time. Estimated quantities may range from 100 million to 1.3 billion gloves to be delivered within 150 days. Additional quantities may be necessary in the future. Additionally, the VA requests that interested vendors provide estimated pricing information for the items and quantities stated above. The Nitrile Exam Gloves shall meet the following Minimum Technical Requirements (MTRs): TECHNICAL SPECIFICATIONS (must meet all) MTR 1 Sizes: X-Small, Small, Medium, Large, X-Large MTR 2 No Latex Required by FDA to be identified on packaging label MTR 3 No Powder. Meets ASTM D6124 Residual Powder Test: The amount of powder allowed on powdered gloves is 120mg. Powder free gloves may only contain a maximum of 2mg per glove. MTR 4 Glove material is nitrile MTR 5 Non-sterile MTR 6 Single use MTR 7 Ambidextrous MTR 8 Puncture Resistant. Meets ASTM D412 Tensile Test: at least 14 MPa and a minimum of 500% elongation MTR 9 Meets ASTM D6319 standard for nitrile examination gloves for medical application or Meets ASTM D5250 for polyvinyl examination gloves for medical application or Meets ASTM D3578 and ASMT D6977 for synthetic polymer gloves for medical applications MTR 10 Meets ASTM D1671 Blood-Borne Pathogen Test for barrier to the Phi-X174 virus MTR 11 Meets ASTM D5151 Water Test AQL of 2.5 or lower 4. Due Date and Format of Response Responses to this RFI should be received by 5:00 P.M. EST, 08/25/2020.
