- INTRODUCTION: The U.S. Army Contracting Command - Orlando is issuing this sources sought synopsis as a means of conducting market research to identify if more than one source of supply is able to provide the requested capability as required by FAR 6.302-1. The Program Executive Office for Simulation Training and Instrumentation (PEO STRI) has a requirement to support and operate (3) QUH-101A helicopter targets for a one week event at White Sands Missile Range beginning 30 November 2020. Operators shall provide a control station capable of controlling the QUH-101A targets instrumented with QinetiQ avionics and datalink, turnkey flight services including all necessary spares and test equipment, licensed and trained pilot. Support for two additional event in 2021 may be required. The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: The U.S. Government procured the QUH-101A helicopter targets on W31 P4Q-08-C-0348 for testing support purposes and retained the targets after the end of the contract.� The Government retained ownership of the targets but do not possess the data rights to repair, teach, qualify or operate the targets.� The only controlling system available is maintained by the original equipment manufacturer QinetiQ Target Systems. �The Government intends to use the devices for 1 to 3 events until they are consumed. SPECIAL REQUIREMENTS: None ELIGIBILITY: The applicable NAICS code for this requirement is 541330 (Engineering Services) with a Small Business Size Standard of $41.5M. The Product Service Code (PSC) is R425 (SUPPORT- PROFESSIONAL: ENGINEERING/TECHNICAL). SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description.
