- Description
- 1.� General Information: Army Contracting Command � Rock Island (ACC-RI) has a requirement for the purchase and delivery of one (1) Life Cycle Replacement and Expansion of HAZMAT trailer for the Military Ocean Terminal at Sunny Point (MOTSU), NC. 2.� This is a request for quote solicited in accordance with FAR Part 13.� All quotes must be able to provide the exact salient characteristics listed in Attachment 0001 � HAZMAT trailer specifications.� 3. This requirement is issued as a Request for Quote and will be awarded to a responsive and responsible contractor(s) who is/are able to supply the products that meet the specifications set forth in this request for quote at the Lowest Price Technically Acceptable (LPTA) that is determined fair and reasonable.� 4. This RFQ is 100% Set Aside for Small Business concerns.� ACC-RI anticipates a single Firm Fixed Price (FFP) contract as a result of this RFQ. The Government reserves the right to award no contract at all. This solicitation is subject to the availability of funds. 5.� The Government intends to award without meaningful exchanges; therefore, Quoters are encouraged to submit their most competitive price proposal.� The Government does reserve the right to conduct meaningful exchanges if the Contracting Officer deems necessary. The Government reserves the right to seek minor clarifications without holding discussions with Quoters.� 6.� Attachments: ������� Attachment 0001 � HAZMAT trailer specifications ������� Attachment 0002 � Clause Addendum 7. Invoicing will be via Wide Area Workflow (WAWF) as a 2 in 1 type invoice.� Please refer to the WAWF clause 252.232-7006, Wide Area WorkFlow Payment Instructions at Attachment 0002 - Clause Addendum or additional information. 8. Shipment of the HAZMAT trailer shall be made to the following address:� Military Ocean Terminal Sunny Point (US Army) 6280 Sunny Point RD SE Southport, North Carolina 28461-7800 9. Delivery Information: �Delivery is FOB Destination �Delivery date: 60 days afer award 10. �Instructions to Quoters: Quoters are liable for ACCURACY of submitted quote(s) and for any incurred costs if quote(s) was submitted erroneously. Quotes submitted in response to this RFQ shall remain valid for 30 days. Quoters must be registered in the System for Award Management (SAM) in order to be eligible for an award with the US Government. Application to this site can be found under the following link: www.sam.gov. Failure to comply with SAM registration may deem a Quoter ineligible for award. Quoters shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. If a Quoter fails to submit pricing for each item identified in attachment 0001 � HAZMAT trailer specifications, the quote may be considered non-responsive and the Government may reject the quote. If a Quoter fails to submit a Contractor Point of Contract to include phone number and email address, the quote may be considered non-responsive and the Government may reject the quote. ������������������������������ 11.� Quote submission a. Quotes are due NLT September 11, 2020, at 2:00 pm (Central Time) b. Contract will be awarded to the responsive and responsible contractor(s) with the lowest price that is determined technically acceptable.� Quotes which demonstrate meeting all of the salient characteristics found in the specifications will be determined technically acceptable.� Quotes which do not demonstrate meeting all of the salient characteristics found in the specifications will be determined technically unacceptable.� c. Contractor is liable for ACCURACY of submitted quote(s) and for any incurred costs if quote(s) was submitted erroneously. d. Quoters must be registered in the System for Award Management (SAM) in order to be eligible for an award with the US Government.
