Description
INTENT TO SOLE SOURCE The United States Air Force, AFLCMC/PZIBC, Wright-Patterson AFB, Ohio 45433-5344. This is a synopsis published for informational purposes only. This proposed action is for the acquisition of work Stoppage Repair requirement for the contractor onsite service and repair of the Air Force Institute of Technology�s (AFIT) Cleanroom Sterling SIHI Vacuum Pump system. The Government intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1) resulting in a firm fixed price contract. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 811219. Size standard is $22M.� The proposed source is Absolute Vacuum Corp AVC LLC, 7636 Sebring Dr., Dayton, OH 45424. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:� Work Stoppage: Need immediate repair of the AFIT Cleanroom Sterling SIHI Vacuum Pump system to support critical MEMs equipment due to upcoming fall courses where the SEM; that needs 100% support for the Vacuum system to run. Microelectronics is now a number one priority with the Air Force mission. The Cleanroom MEMs program needs to be up and operational ASAP to not only support AFIT faculty and student research, but now the prioritized Air Force mission. The Sterling SIHI Vacuum Pump is the sole pump unit for critical Cleanroom equipment that is required to pump down to a must have stable vacuum on the order of 10-5 - 10-6 Torr below atmospheric pressure. This is required to process MEMS circuitry after silicon wafers have been etched with chemicals to create circuit traces and micro-components. The smaller standalone pumps used in the Cleanroom can only pump down to 10-3 Torr. The AFIT $770K SEM, and other critical Cleanroom equipment will not function without the Sterling SIHI Vacuum pump. AVC has already perform work on the AFIT Sterling Pump system as recently as June 2019, and has already made the assessment of what will need to be replaced to restore the system. It would cost between $150.00 and $500.00 for other contractors to make the same assessment. Issuing a competitive solicitation would delay the repair of the vacuum by 4-6 months which would cause a failure on AFIT meeting its mission requirements for use of the SEM during the fall 2020 courses. Although other contractors have the capability to make repairs, time is limited to complete the repair. Contractors would have to come and assess the vacuum at an additional fee, order parts, and wait to be on the schedule again. AVC has parts on-hand, as the Sterling is a unit they repair and have the technical skills needed to meet our needs. AVC also assessed the vacuum while on-site previously and the fee was already paid. Once approved, and minimum parts needed are ordered, they can start repairs immediately. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.� Contractors must be registered in SAM prior to award for contracts issued after 29 May 2012.� You may contact SAM at 866-606-8220.
