Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Aquaveo, LLC, 3210 N Canyon Rd, Ste 300, Provo, UT� 84604-6508 for the enterprise desktop numerical model interface development.� This procurement seeks to extend the development of an Enterprise Desktop Numerical Modeling Interface (EDMI) that currently consists of three functional components: the Groundwater Modeling System (GMS), the Surface Water Modeling System (SMS) and the Watershed Modeling System (WMS) collectively known as XMS. The ERDC does not possess the software development expertise to produce complex GUIs to match the requirements of the world-class numerical models that it develops. Therefore, a contractual relationship with a software developer, Aquaveo, LLC and its predecessors, was established prior to 1992 to produce the GMS, WMS and SMS (collectively hereafter referred to simply as XMS). �XMS remains the only practical and fiscally prudent solution for meeting current Corps needs in continued EDMI development. Since Aquaveo, LLC is the developer of these modules, source code data is limited to this company. �Furthermore, the incorporation of proprietary components in XMS necessitates that Aquaveo conduct the future XMS GUI development tasks sought by the ERDC. Due to the data rights concerns, this sole source requirement cannot be filled by any other company. A sole source contract provides the only reasonable and cost effective means of further XMS development for the ERDC. MAJOR REQUIREMENTS. Task include the following: a.�������� Task 1:� Modifications to the SMS interface to create a Sediment Component Dynamic Model Interface (DMI) that is modular in design and most function within the AdH model interface at a minimum.� The SEDLIB sediment models must be supported and the DMI must be adaptable to allow for interfaces for SEDZLJ and CORSED sediment libraries. b.�������� Task 2:� Modification to the SMS interface to allow for the loading and visualization of a 3D AdH unstructured mesh and the corresponding solution datasets.� This will include the addition of a 3D clipping tool to SMS to function with these 3D meshes. c.�������� Task 3: Modifications to SMS to allow a GSSHA grid and solution sets to be loaded into SMS.� This includes the ability to create a GSSHA grid within SMS and visualize the GSSHA grid at the same time other models from SMS, like ADCIRC or ADH, are visible. d.�������� Task 4: Add a tool within the AdH DMI in SMS in order to extract GSSHA output hydrographs at specified locations as boundary conditions for AdH.� The tool must also allow for the extraction of hydrograph data from AdH to be used as input conditions to GSSHA. e.�������� Task 5:� Define new data formats for data objects that can be passed between different process levels within/between SMS and WMS. f.��������� Task 6:� Develop a functioning method to efficiently serialize the newly created data objects for transmission purposes. g.�������� Task 7: Develop data dumps as a method of efficiently sharing large data objects between model processes. �For example, meshes, grids, and 3D hydrodynamic model datasets. h.�������� Task 8: Define a framework for a combined model interface (SMS/WMS) api library for allowing communications between SMS and other processes, both within and external to the SMS/WMS GUI. i.��������� Task 9: Design and implement with the SMS a thread safe communication protocols. j.��������� Task 10: Add a monitoring and detection method, �heartbeat� detection, for continued existence of different models and other processes within SMS. k.�������� Task 11:� Modify SMS to improve the speed and accuracy of sub-mesh editing capabilities for unstructured meshes.� This includes the ability to quickly select and extract portions of an existing mesh and then isolate that portion in order to edit it while the rest of the domain is not being visualized or used.� Then to quickly reintegrate the updated sub-mesh back into the full mesh and maintain proper boundary condition specifications. l.��������� Task 12:� Modify SMS to have a tool for a �levee� insertion into an existing mesh.� This includes semi-automatic mesh refinements around the area of the levee insertion and streamlined controls for proper levee-pair (weir-pair) alignments and specification of levee properties, such as height and width. m.������� Task 13:� Within SMS, create a DMI for Engineering with Nature (EWN) feature group components and EWN coverages. n.�������� Task 14: Determine the EWN Slope zone polygon that defines the spatial region, which transitions from the EWN geometry to the background elevation within predefined datasets/meshes. o.�������� Task 15: Within SMS, create a tool/process to determine the EWN mesh density transition and smoothing region with unstructured meshes. p.�������� Task 16: Within SMS, use the EWN features/coverages, slope zone polygons and mesh density tools to generate a new ADCIRC mesh that represent the defined EWN features. q.�������� Task 17: Within SMS, use the EWN features/coverages, slope zone polygons and mesh density tools to generate a new ADCIRC nodal attribute dataset that represent the defined EWN features. r.��������� Task 18: Within SMS, generate elevation rasters of combined terrain and EWN features. s.��������� Task 19:� Within SMS, create a procedure/workflow to automatically process and apply multiple EWN features into a set of features. t.��������� Task 20: Investigate optimization of application of multiple EWN features within SMS. u.�������� Task 21:� Within SMS, enable a tool to manage dredging/placement of materials within the model domains. v.�������� Task 22:� Within SMS, allow for size specification in units of meters for arc objects while operating in a geographic projection framework. w.������� Task 23:� Create an updated training material package for the updated ADCIRC model interfaces.� This includes written manuals with sample practice exercises for model development, setup and manipulation including sub-mesh editing and the EWN toolkit use.� This same material will also be presented in an online set of Wiki pages with the same information and links from within the SMS to the material. This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(2). This is not a request for competitive quotes or proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures (FAR SUBPART 13.5, Simplified Procedures for Certain Commercial Items). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541511, Custom Computer Programming Services with a Small Business Size Standard of $30.0M.� All sources eligible to provide this supply must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the supply as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within seven calendar (7) days after publication of this notice, to the effect that comparable supplies are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
