- Description
- Air Refueling (A/R) Optimization is a multi-faceted term that effects multiple stages of the A/R enterprise.� The purpose of this questionnaire is to better understand where and how a Request For Information (RFI) response capability may fit within the enterprise which is housed and executed through USTRANSCOM, Air Mobility Command (AMC) and the 618th AOC, more commonly known as the Tanker Airlift Control Center (TACC).� Our goal is to improve and simplify the complex A/R tanker management process in order to maximize utilization of limited aircraft capacity.� By doing so, we aim to provide senior leaders with global command and control (C2) decision space to shape strategic intent, manage dynamic operations and identify/mitigate risk. The following questions are designed to address the multiple stages along A/R request process, ranging from how a unit requests A/R support, through validation and capacity management, mission planning and allocation, tanker aircraft beddown and Air Tasking Order (ATO) development, as well as execution and debrief.� The questions focus on what ability you have readily available now.� We ask that questions answered in the affirmative include how your capability* answers the question (explanation and if available, screenshots).� Answers in the negative simply mean your capability does not address the function identified in the question.� * The term �capability� is used to refer to the system being put forward to answer the RFI. There is NO EXPECTATION that all questions be answered in the affirmative.� There is no penalty for negative answers.� The A/R enterprise is a highly complex system comprised of a series of interdependent sub-systems.� Again, this questionnaire is to help gage where the left and right bounds of the RFI capability exists in order understand its potential fit within the larger enterprise system while minimizing impact to active operations. This RFI is being issued for informational and planning purposes only.� Information gathered will be considered to assist in determining the range and scope of Offerors interested in performing this work. In addition, the information will also help to define the requirement and formulate an acquisition strategy that is appropriate for this requirement.� This announcement is not a Request for Proposal/Quote (RFP/RFQ) or solicitation of any kind.� USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement.� This notice should not be construed as a commitment of any type by the Government to take or not take any action.� Please note, USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI, including costs associated with demonstrating capabilities.
