This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. Department of Agriculture (ARS) requests responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these services. The Department of Agriculture (ARS) has the need for the following service: Define Minimum Requirements: Our major requirements is to assess the ligand-analyte interaction in label free manner. With the availability of vast collection of sensor chips will help our research and thus help us to elucidate specific ligand-analyte interactions. Includes integrated tutorials within software-availability of various sensor chips (such as dextran, GST,NTA, PEG, biotin, streptavidin, protein A, G and L, mouse and human antibody) provide optimized assay protocols that minimize the need for assay development (guided workflows include pre-programmed settings for all available capture kits and sensor chip surfaces detection technology is surface plasmon resonance (SPR) biosensor for comprehensive, label-free analysis and characterization of biomolecular interactions (ligand-analyte) in real-time. -sample type includes: LMW drug candidates to high molecular weight proteins in various sample Environments (also DNA, RNA, polysaccharides, lipids, cells, and viruses) -measurement of ligand-analyte interactions in buffer solutions or in crude environments such as serum -pre-programmed workflows for supporting kits, surfaces and reagents -automated unattended operation up to 24 hrs through workflows and wizards -molecular weight detection to include down to 100 Da in various sample environments 15-sample single run capacity -injection volume: 5-90ul -required sample volume 20-30ul -analysis time per cycle: 2-15 min -analysis temperature: 4-40C -includes in-line (integrated) buffer degassing . Detection limits: ka 103 - 107 M-1s-1 kd 10-5 - 0.1 s-1 KD 100 uM to 1 pM MW 100 Da Kinetics can be ran in single or multicycle cycle -concentration analysis is with standard calibration curve or option of calibration free concentration Analysis -detection limit to include: 0.1nM for> 10000 Da analytes and 1nM for< 10 000 Da analytes -sample Refractive index range is 1.33 to 1.40 -baseline noise is <0.1 RU (RMS) -baseline drift is <0.3 RU/min -data is presented in result tables, result plots and real-time monitoring of sensor grams -information provided includes kinetic and affinity data specificity, selectivity, concentration Measurements - Optimized kits are already available to minimize the need for assay development -includes a PC for data handling and storage Descriptions: BR 110073 BC X100 PROCESSING UNIT BR 100798 Biacore x100 plus package 2925114 instrument Control Package 110v 19244701 Mians Cable 115v 29061864 Biacore X100 36 MONTH WARRANTY (24 MONTH EXT.) 3PMs included To be eligible, all vendors must be registered in the System for Award Management (SAM) with a current and active registration. A vendor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register in SAM.Vendor must include their DUNS# on their capability statements. The NAICS code for the expected acquisition is 334513, with a Size Standard of 750 peopleand the PSC Code is 6680. Any subsequent procurement will be conducted as a commercial item purchased in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. Companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business. Responses should be submitted by (8/26/2020 @10:00am central time) to the attention of (Randall Reinertson) at the address above.
