- The Government is seeking sources or parties interested in producing MK 41 Vertical Launching System (VLS) canisters. �MK 41 VLS canisters serve as missile shipping containers and launch tubes (when loaded into VLS Modules) and provide missile environmental protection, structural support, hazard monitoring, and rocket motor exhaust gas containment. Anticipated canister requirements for FY23-FY27 are provided as Attachment 1 (Requirements subject to change based on Government need and budget). Current canister requirements are being procured under Contract N00024-20-C-5380. REQUESTED INFORMATION Respondents are requested to provide the following information. Respondents should tailor their responses based on their proposed team or company strategy. �Citing prior experiences relating to the categories below will aid in the Government assessment of industry capability. The Government is seeking firms who are interested in producing one or more of the following canisters (the associated missiles housed by the canister are noted next to each entry). Interested firms may request Government Technical Data Package (TDP) for the canisters below. TDP for MK 13 Mod 1 and MK 29 Mod 1 are currently in development and will not be released at this time. TDP requests shall be made through the POCs listed below. MK 13 Mod 0 �(SM-2 BLK III/IIIA/IIIB) MK 13 Mod 1� (SM-2 BLK IIIC) MK 14 Mod 2� (Tactical Tomahawk) MK 21 Mod 2� (SM-3 BLK IA/IB) MK 21 Mod 3� (SM-6 BLK I) MK 21 Mod 4� (SM-6 BLK IA) MK 25 Mod 1� (ESSM BLK II) MK 29 Mod 0� (SM-3 BLK IIA) MK 29 Mod 1 �(SM-6 BLK IB)� Firms shall identify which canisters they are capable of producing today, if any, and describe their current production capacity for those canisters.� For firms who do not possess the capability today, the Government requests information from industry on which canisters it is interested in producing, what it would need to produce the canisters, and whether it intends on making capital expenditures to produce the canisters.� � 2. Interested parties shall advise on the following: Minimum production or sustainment rate by canister Whether it would be interested in hosting a site visit Any government furnished information, data, and/or equipment to facilitate production. 3. General comments/questions regarding the procurement approach to meeting the Government�s MK 41 VLS Canister Production requirements (e.g. MK 21 Mod 4, MK 25 Mod 1, MK 29 Mod 1, etc).� This may include, but may not be limited to identification of requirements, recommendations, and strategies to ensure monthly canister production rates (i.e. potential capacity) are sufficient to meet canister delivery requirements cited in Attachment 1.� This may include, for example, additional facilities, personnel, fixtures, tooling, test equipment, additional shifts, additional suppliers, at both the prime contractor and 1st tier subcontractor level. � Based on feedback and interest received from this RFI, interested industry partners may request to meet with NAVSEA regarding comments and questions associated with the RFI. All requests shall be made via email to the POCs listed in the submission instructions below and must be made by the response due date.� � Submission Instructions: Interested parties are requested to respond to this RFI via a white paper in Microsoft Word or Office 2003 (or newer) compatible format on 25 pages or less (including cover and administrative pages) and shall be delivered using 10 font or larger. a. Interested parties should provide company profile to include the following: Company Name Company Address Point of Contact E-mail Address Web site address Telephone Number Business Category (i.e., large, small disadvantaged, veteran, woman owned, etc.) Number of employees CAGE Code b.� All responses are due no later than Friday, December 18th 2020. Responses shall be submitted via e-mail only (no telephone inquiries or paper submittals) to David Chamberlain at david.s.chamberlain@navy.mil and R.J. Larkin at robert.j.larkin@navy.mil.� Proprietary information, if any, must be clearly marked. �To aid the Government in its review, please segregate proprietary information. �Please be advised that all submissions become Government property and will not be returned. � c. �Responses should include enough detail so that the Navy may assess an entity�s capability in relation to the anticipated requirements described above.� Responses shall be submitted electronically to the Government.� Acceptable formats for electronic responses include Adobe PDF, Microsoft Word, Microsoft Excel and Microsoft PowerPoint files.� The information provided will assist NAVSEA in developing the hardware requirements for inclusion in future developments, procurements and acquisitions.� Classified Information: The Government does not anticipate that Contractor responses to this solicitation will need to include classified information. Classified material will not be accepted. DISCLOSURE: As future requirements will be publically available once published, the responses provided should not contain proprietary information.�� However, if some of responses are considered proprietary to the respondent, that portion shall be segregated and labeled as such for appropriate handling by the Government.� Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. �Responses to this notice will become Government property and will not be returned to the respondent. �An acknowledgement of receipt will be provided for all responses received. �If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice. This RFI is for informational planning purposes and is not a commitment by the Government to procure any materials, machinery, or services.�� This notice is not a request for proposals. �In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. �This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. �Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. � Respondents are wholly responsible for any costs or expenses associated with submitting a response.� Respondents are advised that the Government will not reimburse any costs associated with providing information in response to this notice or any further requests for information relating to a response.� All information shall be provided free of charge to the Government. The Government may pose follow-up questions to entities that submit responses, but this will not indicate a selection or preference.� Respondents will not be notified of the results of this notice. �The information obtained from submitted responses may be used in the development of an acquisition strategy.� The Government will not be obligated to pursue any particular acquisition alternative because of this RFI.� Not responding to this RFI does not preclude participation in any future RFP or other solicitation, if any is issued. �Classified material will not be accepted.
