Description
This is a SOURCES SOUGHT NOTICE only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm�s ability to submit a proposal if and when a solicitation is issued. Particularly, the purpose of this NOTICE is to survey the market and gain knowledge of potential businesses interested in obtaining large quantities of concrete demolition rubble and dredged river sand & gravel for use as construction materials and/or recycling in other construction applications.� The concrete rubble and dredged sand & gravel materials will be generated during lock chamber demolition and construction at Montgomery Locks & Dam.� The Government estimates the materials will be generated over the course of a one to two year period. The award would be anticipated in FY2023. Specific Place of Performance: �Montgomery Locks & Dam, 32 river miles downstream of Pittsburgh, Pennsylvania on the Ohio River SCOPE OF THE PROPOSED ACQUISITION: The U.S. Army Corps of Engineers (USACE), Pittsburgh District is planning to replace the existing 56� x 360� auxiliary lock chamber with a new 110� x 600� main lock chamber at Montgomery Locks & Dam.� Preliminary designs estimate that the construction will generate roughly 650,000 cubic yards of dredge material, 125,000 cubic yards of stone material, and 90,000 cubic yards of concrete rubble.� The Government is surveying the market to determine the level of interest of the local construction industry in obtaining this material for its use.� The Government does not intend to acquire real estate or make available any real estate to facilitate the handling or processing of these materials. Composition of Dredged River Sediments: In general, the dredged material includes cobbles/boulders, gravel, sand and silt/clay. Based on soil test results, the average percentages of gravel, sand & silt/clay are: Gravel: 36 % Sand: 47 % Silt & Clay: 17% Refer to attached summary table for minimum & maximum percentages of gravel, sand and silt/clay. Cobbles and boulders were encountered at a few borings. Refer to the attached summary table for the presence of cobbles/boulders at borings. Attachments (combined as one (1) document): Boring Locations Plans Summary of Laboratory Testing Results and Presence of Cobbles/Boulders Core Box Photos Showing Boulders Geological Profiles/Sections INTERESTED SOURCES MUST PROVIDE THE FOLLOWING INFORMATION: Interested and capable sources are requested to provide complete responses with the following information to Jane Roney, Contract Specialist, no later than 11:00 a.m. EST on October 9, 2020 by email at Janie.L.Roney@usace.army.mil , Company/firm name and address Company/firm point of contact, telephone number and email address Company/firm cage code Company/firm business size, to include designation as large business, small business, HUBZone, 8(a), Services Disabled veteran Owned Small Business, Small Disadvantaged Business or Women-Owned Business. All interested contractors should submit a Capability statement that should include: a. A narrative statement summarizing your proposed means and methods to load and transport the materials offsite, (i.e. would the materials need to be transported to a processing center, or would materials be processed onsite during the dredging process, or other process.)� A general discussion on assumed equipment and rough order of magnitude production rates would be appreciated. b. Identify all materials and quantities that are specifically of interest for use: 650,000 cubic yards of dredge material 125,000 cubic yards of stone material 90,000 cubic yards of unreinforced concrete rubble.� c. Identify the intended use(s) of the recycled materials. d. Identify any additional questions or concerns. Results of this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. As a reminder, this Notice should not be construed in any manner to be an obligation to issue a contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request. No solicitation is currently available. USACE could deliver the dredged material to a specific location, or an interested business could propose to dredge and transport the material themselves. USACE is interested in learning your means and methods to most efficiently allow industry to use this material. We will consider any constructive comments or recommendations that are made.
