THIS IS A PRE-AWARD SOLICITATION SOURCES SOUGHT NOTICE ONLY: It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the HRCO will contract for the items contained in the Sources Sought, Pre-Award Solicitation. This Sources Sought notice is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Sources Sought, Pre-Award Solicitation is strictly voluntary and the government will not pay respondents for information provided in response to this Sources Sought, Pre-Award Solicitation. Responses to this Sources Sought, Pre-Award Solicitation will not be returned and respondents will not be notified of the result of the review. This Sources Sought, Pre-Award Solicitation does not restrict the Government's acquisition approach on future Solicitations. The anticipated period of performance is 1 May 2021 through 31 March 2026 and will include FAR Clause 52.217-8, Option to Extend Services: potentially extending period of performance through 31 October 2026. The primary North American Industry Classification System Code for this requirement is 561720, Janitorial Services and the annual �size standard is $19.5 million. PLACE OF PERFORMANCE: Kenner Army Health Clinic (KAHC) and multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA) of KAHC, Fort Lee, Virginia DESCRIPTION OF SERVICES:� Kenner Army Health Clinic (KAHC) has a requirement for the continuation of healthcare environmental cleaning services in support of a Medical Treatment Facility (MTF) located on Fort Lee, Virginia. Kenner Army Health Clinic provide a full array of outpatient primary health care services at Ft. Lee, VA and is currently part of the US Army Medical Command (MEDCOM.� Section 702 of the FY17 National Defense Authorization Act (NDAA) established the Defense Health Agency (DHA) as responsible for administration of the military MTFs starting on 1 October 2018.� Kenner Army Health Clinic is currently under direct DHA management as of 1 October 2019.� It is accredited by the Joint Commission (JC).� The mission of KAHC is to provide world-class medicine to the military personnel and their families in safe, clean, and aesthetically-pleasing MTF. The Contractor shall provide all personnel, training, labor, equipment, tools, supplies, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare environmental cleaning services at the KAHC and multiple MTF in the HSA of KAHC, Fort Lee, Virginia.�� Kenner Army Health Clinic is located at 700 24th Street, Fort Lee, VA 23801. The three-story medical clinic include a multi-specialty outpatient center� employing a staff of nearly 500 personnel, providing primary care, pediatric service, optometry, pharmacy, physical therapy, radiology, gynecology, dermatology, behavioral health, preventative medicine, occupational health,� and healthcare coordination for over 32,000 eligible beneficiaries and 45,000 students annually.� The command suite and other administrative support functions are located within the medical clinic.� Outlying clinics include Troop Medical Clinic (TMC) 1, TMC 2, veterinary clinic, Soldier Readiness Processing (SRP), Mosier Dental Activity and Bull Dental Activity located on Fort Lee, VA. One other TMC is located at Fort AP Hill, VA.� Healthcare environmental cleaning services are inclusive of hospital environmental cleaning services (aseptic and non-aseptic), control of regulated medical waste (RMW) collection and removal, general waste (trash) collection and removal, and interior building services. Aseptic environmental cleaning services is distinguished from non-aseptic environmental cleaning services in that the primary work of the former is to maintain total disinfection conditions in designated areas of MTFs. The contractor shall provide healthcare environmental cleaning services consistent with the most modern and scientific methods of environmental service practices and techniques to include the highest level of sanitary procedures. The contractor shall provide healthcare environmental cleaning service that prioritize infection control while optimizing cleaning practices in support of the KAHC�s mission of providing quality healthcare in safe, hygienic, and aesthetically-pleasing MTFs. The contractor shall provide to KAHC to include all TMC, Dental Treatment Facilities (DTF), soldier readiness processing, and veterinary clinic within the health service area of Fort Lee, VA.� Requirements for this effort are determined by square feet (SF) of designated spaces to be cleaned.� The estimated SF quantity for KAHC and auxiliary facilities in the HSA is 185,398.57 SF.� There may be reduce or additional SF for newly constructed buildings and/or for building expansions that will require services as they are completed or a reduction of SF for facilities closing as a result of consolidation of services.
