Sources Sought The Jonathan M. Wainwright Memorial VA Medical Center is issuing this Sources Sought to conduct market research to identify parties having an interest in, and the resources to, support a requirement for Kitchen Equipment Repair, Preventative Maintenance and Servicing for the Jonathan M. Wainwright Memorial VA Medical Center. The purpose of this Sources Sought Announcement is for market research only, to make appropriate acquisition decisions and to gain knowledge of potential qualified sources for Kitchen Equipment Repair, Preventative Maintenance and Servicing. This is not a request for quotations. The Department of Veterans Affairs, NCO20 is looking for sources of the following: STATEMENT OF WORK (SOW) Contracting Officer s Technical Representative (COTR). Preventative Maintenance Agreement for RRU Kitchen Equipment 3. Background. This is a Preventative Maintenance Agreement for the kitchen equipment located in the RRU, Bldg. 140, Room 128. 4. Scope. The contractor shall provide all tools, equipment, materials, labor, supervision, and parts to provide preventive maintenance on the kitchen equipment listed below in the Walla Walla VA Medical Center RRU kitchen, (bldg. 140, room 128). 5. Equipment Schedule. Rational Oven - Model: SCC WE 102, SN: E12SH11102276419 Rational Oven Model: SCC WE 62, SN: E62SH11102274745 Lang Oven Model: CBR36, SN: RT360412A0001 Hobart Dishmachine Model: CLPS66E, SN: 851079400 Hatco Dishmachine Booster Model: S-27, SN: 9847761211 Piper Cold Serve Out Table Model: 4FT, SN: 31421 Piper Hot Steam Table SN: 31421 Insinkerator Model: SS200-29, SN: 12029098954 Insinkerator Model: SS150-39, SN: 12029099177 Disposer Aquastar, Model: AS101K-3, SN: 011129344689 Disposer Aquastar, Model: AS101K-3 SN: 011079342995 ** Due to the specialized requirements of Rational Ovens, certified technicians are required. 6. Period of Performance. Base Year: October 1, 2020 September 30, 2021 Option Year 1: October 1, 2021 September 30, 2022 Option Year 2: October 1, 2022 September 30, 2023 Option Year 3: October 1, 2023 September 30, 2024 Option Year 4: October 1, 2024 September 30, 2025 7. Hours of Coverage & Federal Holidays. Maintenance Service will be provided during regular coverage hours of 8:00am to 4:30pm, Monday through Friday, excluding federal holidays. The contractor shall contact the POC or his/her designee prior to commencing any work on the premises. Federal Holidays are: New Years' Day Martin Luther King Day Presidents' Day Memorial Day Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day 8. Specific Tasks. The Contractor shall furnish all supervision, labor, travel, equipment, parts, and supplies to accomplish maintenance and repairs for all devices listed in the equipment schedule. Contractor shall allow unlimited calls regarding maintenance and repair of equipment listed above. Original Equipment Manufacturer (OEM) parts shall be used for all maintenance and repair services, unless otherwise authorized by the VA Point of Contact (POC) or designee. Contractor shall return the equipment to the full operating condition, per manufacturer specifications Equipment Repairs: Contractor shall respond to onsite service calls with qualified technicians within 24 hours, 8:00 a.m. to 4:30 p.m. Monday through Friday, excluding Government holidays. Contractor shall provide estimates of turnaround to repair equipment where a replacement part(s) must be specially ordered. Allow for inclusion of newly acquired equipment and removal of de-commissioned equipment from the schedule. The Contractor shall perform all work on VA premises unless specifically authorized. The Contractor shall provide proof of required certification. Walla Walla VAMC reserves the right to add or delete equipment to the task order without penalty. Any changes in the Equipment List shall be done through a modification to a task order. 9. Reports. Contractor shall provide a report of all service calls performed on the VAMC Walla Walla RRU Kitchen to include service calls per machine and work performed. 10. Performance Monitoring. Monitoring is done by the COTR or designee during the inspection process and all reports will be submitted for review and acceptance. 11. Security Requirements. The contractor shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required 12. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). There is no Government-Furnished Equipment or Information required for this work. 13. Other Pertinent Information or Special Considerations. Contractor shall be certified to service Rational Combi Ovens and proficient in repair and service of all other equipment listed above. 14. Risk Control. The contractor shall ensure that all standard and reasonable safety measures are observed. The contractor shall report safety hazards to the Government Point of Contact. 15. Place of Performance. Walla Walla VA Medical Center 77 Wainwright Drive Walla Walla, WA 99362 Building 140, Kitchen 128.
