- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated North American Industry Classification System (NAICS) code for the requirement is 334516 � Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This is a 100% small business set-aside open market RFQ. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The Material Measurement Laboratory�s Gas Sensing Metrology Group (GSMG) is committed to supporting the compressed gas Standard Reference Material (SRM) program and the NIST-Traceable Reference Material (NTRM) program.� A key element of these programs is the accurate determination NO and NOx in these gas standards.� Currently, the instrumentation that the GSMG utilizes requires regular repairs and are no longer supported by their manufacturers. These repair times and lack of support have severely delayed the certification of new NO/NOx SRMs and NTRMs.� This new unit will replace an existing one that has become obsolete and defunct. Consequently, the new unit is proposed to: 1.) Develop a new, complete suite of NO PSMs and 2.) Acquire analytical capability of determining NO and NOx in N2 gas mixtures in the range from 1 ppm to 4000 ppm. To fulfill its mission, the GSMG requires a Chemiluminescent Spectrometer (CLS). APPLICABLE ATTACHMENT Attachment I � Applicable Provisions and Clauses 1352.215-73 INQUIRES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to sedigah.gizabi@nist.gov and donald.graham@nist.gov. Questions must be received no later than three (3) business days after solicitation issuance. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).
