Description
(i) This is a Combined Synopsis/Solicitation for Brand Name or Equal, Under-Counter FRIDGE REPLACEMENT, as prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. The solicitation number is 36C24420Q0959 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-06 dated 07/20/2020. This solicitation is set aside 100% for VA Notice of Total Small Business Set-Aside and the associated NAICS code 3391112 has a small business size standard of 1,000 employees. Schedule of Requirement/CLINS Statement of Need and Salient Characteristics STATEMENT OF WORK The Coatesville VA Medical Center (CVAMC), 1400 Blackhorse Hill Road, Coatesville PA 19320 is requesting the purchase for a BRAND NAME or EQUAL to PHC refrigerators. This purchase is for (12) twelve under counter refrigerators 5.7 cu ft and (1) one pharmaceutical refrigerator 17 cu ft, installation and calibration with approved specifications and features used to store vaccines in approved temperatures with reduced fluctuations to verify ongoing stability of the products. The Coatesville VA Medical Center (CVAMC) provides care in the inpatient and outpatient setting that frequently receives and processes vaccine orders through our current software and hardware. This purchase is for fridges with approved specifications and features used to store vaccines in approved temperatures with reduced fluctuations to verify ongoing stability of the products. This will verify and keep vaccines in a stable temperature consistently. 2. National Institutes of Standards and Technology (NIST) calibration. This will verify that the fridges are calibrated correctly, and the temperature is exactly as it states. This will also meet the criteria for VHA Directive 1108.06 as stated on page 4 letter (h) of the attached. 3. Space amount with dimensions that are to meet/match the listed below. The space amount and dimensions will allow us to hold the amount of vaccines needed in the space we are limited to for under counters and tight spaces (35.4 x 23.6 x 70.5) (W X D X H) for model MPR-514-PA and (23.6 X 25.7 X 34.6 inches) for model SR-l6111w-PA. With this purchase we will meet the standard of the FDA by verifying these medications are kept in temperatures recommended by their respective manufacturers to verify stability/viability. These fridges will reduce the swings in temperature that non-medical grade fridges are prone too as well as reduce waste. 4. UNDERCOUNTER REFRIGERATORS 5.7 CU.FT. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies.
