- The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price contract for Positron Emission Tomography (PET) radiopharmaceuticals to PETNET Solutions, Inc. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. The anticipated award date is August 24, 2020. The contractor will provide these products to the Nuclear Medicine Department at the Tennessee Valley Healthcare System, Nashville VA Medical Center Campus, 1310 24th Avenue, Nashville, TN 37212. NAICS code: 325412 Pharmaceutical Preparation Manufacturing (SBA Size Standard 1250 Employees) PSC: 6505 PET radiopharmaceuticals, including Fluorodeoxyglucose (FDG), Nitrogen-13 Ammonia Imaging Protocol (N-13), Florbetapir (Amyvid), Sodium Fluoride (NaF), and Fluciclovine F18 (Axumin), are needed in order for imaging studies to be performed on patients. The isotopes required to fulfill this acquisition have abbreviated half-life and decay quickly, therefore a local contractor with a cyclotron is paramount. PETNET manufactures isotope material from a facility at Vanderbilt University in Nashville and is the only vendor that satisfies not only the critical proximity requirement but is able to fulfill requirements across the entire range of radiopharmacy materials. PETNET s close proximity permits short notice ordering of additionally needed doses for timely care of patients. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within three calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE PET RADIOPHARMACEUTICALS in the subject line. All documents submitted will not be returned.
