- The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price contract for Philips Interventional Application Platform (IntraSight System) to Philips Healthcare, a Division of Philips of North America. The contract is expected to be awarded in accordance with FAR Subpart 16.505 Subpart 16.505(b)(2)(i) and specifically, FAR Subpart 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services at the required level of quality required because the supplies or services ordered are unique or highly specialized. An Exception to Fair Opportunity Memo has been approved. The anticipated award date is August 24, 2020. The contractor will provide these products to the Tennessee Valley Healthcare System, Nashville VA Medical Center Campus, 1310 24th Avenue, Nashville, TN 37212. NAICS code: 334517 Irradiation Apparatus Manufacturing (SBA Size Standard 1000 Employees) PSC: 6525 Imaging Equipment and Supplies: Medical, Dental, Veterinary The IntraSight System enables clinicians to provide cardiac and peripheral vascular patients with superior care, permitting physicians the capability such as actively quantifying lesions within coronary vessels, which ensures prompt and appropriate treatment of potentially life-threating lesions that may otherwise go undiagnosed or mis-treated. The TVHS system requires an upgrade in order to bring the system into integrational compliance, which will allow it to continue to store prior healthcare data. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within one calendar day after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE INTRASIGHT SYSTEM in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.nicholson@va.gov NO LATER THAN 12:00 PM CDT, . The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
