COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS � 1.� Class Code: 59 � 2.� NAICS Code:� 334419 � 3.� Subject:� The supply of five (5) signal generator extension modules comprised of three (3) standard extension modules and two (2) modular extensions 4.� Solicitation Number: W911QX20Q0154 � 5.� Set-Aside Code: N/A � 6.� Response Date: �27 August 2020 due via email to the Primary Point of Contact listed in the betaSam.Gov webpage for this combined synopsis-solicitation � 7.� Place of Delivery/Performance:� U.S. Army Research Laboratory ����������������������������������� 2800 Powder Mill Rd ����������������������������������� Adelphi, MD 20783 USA ����������������������������������� � 8.� ����������������������� (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ����������������������� (ii)� The solicitation number is W911QX20Q0154.� This acquisition is issued as a Request for Quotation (RFQ).� � � ����������������������� (iii)� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 � ����������������������� (iv)� The associated NAICS code is 334419.� The small business size standard is 750 employees. � ����������������������� (v)�� The following is a list of contract line item number(s) (CLIN) and items, quantities and units of measure, (including option(s), if applicable):� � CLIN 0001 One (1) EACH five (5) signal generator extension modules comprised of three (3) standard extension modules and two (2) modular extensions � ����������������������� (vi)� Description of requirements: In an effort to conduct research for the operation of a Rydberg quantum sensor to progress customer and mission related programs at the Quantum Technology Sciences Branch Directorate within the Army Research Laboratory (ARL), the supply of one (1) complete millimeter wave signal generator extension module system that covers the entire frequency range by allowing for modular swapping of modules to hit different portions of the frequency range is required.� The Contractor shall supply the aforementioned one (1) complete system that covers the entire frequency range by allowing for modular swapping of modules to hit different portions of the frequency range in accordance with section C.2 of this document. The Contractor shall include all parts, equipment and materials to operating point of use.� C.2 Requirements C.2.1 The Contractor shall deliver a quantity of one (1) complete millimeter wave signal generator extension module system that covers the entire frequency range by allowing for modular swapping of modules to hit different portions of the frequency range. �The required lead time for delivery is no more than 14 weeks After Receipt of Order (ARO). The delivery location shall be ARL, Adelphi, Maryland 20783.� The required signal generator extension module(s) shall meet the following salient characteristics:� � The frequencies ranges and corresponding powers that must be covered: 50-110 gigahertz (GHz) with minimum of 17 decibel milliwatts (dBm) power 90-140 GHz with minimum of 13 dBm output power 140-220 GHz with minimum of 6 dBm output power 220-330 GHz with minimum of 3 dBm output power � In each frequency range, the following salient characteristics shall be met: � Adjustable attenuators with at least 30 decibels (dB) of suppression One (1) pump input for pump frequencies up to 20 GHz with up to 10dBm of power Fast, transistor-transistor logic (TTL)-controlled switching modulators on the input (with switching times of 2 nanoseconds) An alternate pump input for pump frequencies up to 40 GHz with up to 0 dBm input power, provides reduced unwanted harmonic content Unwanted harmonic content within band greater than 20 dB lower than the carrier signal Shall include a warranty of a minimum of one (1) year � ����������������������� (vii) Delivery is required by 14 weeks after ARO.� Delivery shall be made to the United States (U.S.) ARL, Adelphi, MD 20783.� Acceptance shall be performed at U.S. ARL, Adelphi, MD 20783. �The FOB point is Destination. � ����������������������� (viii) The provision at 52.212-1, Instructions to Offerors � Commercial DEVIATION 2018-O0018, applies to this acquisition.� The following addenda have been attached to this provision: None.� � ����������������������� (ix)� Evaluation Criteria � Lowest Price Technical Available (LPTA) �� � Evaluation Criteria - Supplies (LPTA) � The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors.� The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation.� The Technical element of the evaluation shall be based solely on information furnished by the vendor.� The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement.� If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.� Past performance will be evaluated on an acceptable/unacceptable rating basis. An �Acceptable� rating is defined as the Government having reasonable confidence that the offeror can complete all requirements under the contract and meet stated delivery dates.� An �Unacceptable� rating is defined as the Government having minimal confidence that the the offeror can complete all requirements under the contract and meet stated delivery dates.� The ratings will be based upon past performance information submitted by the offeror, as well as any other past performance information the Government obtains. THE OFFEROR SHALL SUBMIT TWO (2) RECORDS OF PAST PERFORMANCE FROM THE PAST 12 MONTHS WITH THEIR OFFER. Only offerors rated �Acceptable� will be eligible for award. Award will be made to the lowest price technically acceptable offer out of all offers rated �Acceptable�. Price will be evaluated based on the total proposed price, including options, (if any). � ����������������������� (x)� Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer. � ����������������������� (xi)� The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
