Description
The U.S. Environmental Protection Agency�s (EPA) Mid-Continent Ecology Division (MED), located at 6201 Congdon Boulevard, Duluth, MN 55804, has a requirement for construction and/or upgrades to its laboratory core�s mechanical, electrical and plumbing infrastructure systems and associated major equipment. In accordance with design documents, construction is expected to be accomplished in four (4) phases over a multi-year period. The phases are: 1. Boiler Replacement; 2. New Electrical Services and Generator; 3. Laboratory Renovations; 4. Office Renovations and Chilled Water Plant Replacement. This acquisition is being conducted as a competitive 8(a) set-aside limited to responsible 8(a) firms located within the geographical area serviced by the SBA Minnesota District Office and other 8(a) construction firms with a bona fide place of business within such geographical competitive area in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. An award will be made in accordance with FAR part 15 and 36. The following is a brief description of Phases 1-4 of the IDIQ contract: Phase 1: Boiler Replacement Relocate Heating Water Plant a. Replacement of the heating water plant located in Room 185 per contract documentation. b. Extension of power from an existing source to the new heating water plant per contract documentation. c. Conduction of the transition of power from the old heating water plant to the new heating water plant per contract documentation. d. The demolition of the old heating water plant per contract documentation. Phase 2: New Electrical Services and Generator Install New Electrical Service, Switchgear and Generator a. New demising walls will be built in the location where the old heating plant was located per contract documentation. b. Installation of new electrical service, exterior transformers, switchgear and generators will be installed per contract documentation. c. Connection of all loads will be made onto the new electrical equipment per contract documentation. Phase 3: Laboratory Renovations Laboratory Renovations a. All HVAC equipment, HVAC distribution, lighting and power distribution will be replaced as described per contract documentation. b. Demolition of the old penthouse and the new penthouse addition will be built to house the new air handlers per contract documentation. c. A new screen wall will be installed to screen the new exhaust fans to be installed per contract documentation. d. Transition from the old switchgear to the new switchgear per contract documentation. e. Replacement of the CT-rooms, fume hoods and associated base cabinets per contract documentation. f. Demolition of the existing lighting and ground wire will be re-worked per contract documentation. g. Addition of the lighting protection system per contract documentation. Phase 4: Office Renovations and Chilled Water Plant Replacement Office Renovations and Chilled Water Plant Replacement a. The replacement of all HVAC distribution, lighting and power distribution will be replaced as per contract documentation. b. The demolition of the existing chilled water plant as per contract documentation. c. The installation of the new chilled water plant to replace the existing chilled water plant as per contract documentation. Award of a single 5-year, indefinite-delivery, indefinite quantity (IDIQ), fixed-price task order contract is anticipated. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to price, the Government�s evaluation of proposals will include an assessment of each offeror�s (1) Technical Capability and (2) Past Performance. (1) Technical Capability will be evaluated based on the following subfactors: a. Personnel; b. Management Approach; c. Corporate Experience; d. Projected First Task Order. (2) Past Performance will require offerors to submit a Past Performance Questionnaire for each project included under subfactor (1)(c) Corporate Experience. All non-price evaluation factors, when combined, are approximately equal in importance to price. It is anticipated the solicitation will specify a minimum order amount of $100,000 a maximum order amount of $18,000,000 over the life of the contract. The Government intends to evaluate proposals and make award without discussions. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, the size standard for which is $39.5M. All responsible 8(a) firms located within the geographical area serviced by the SBA Minnesota District Office and other 8(a) construction firms with a bona fide place of business within such geographical competitive area, and the assigned NAICS code, are eligible to submit offers. All businesses that fail to meet the above requirements are deemed ineligible for award. A pre-proposal conference, including an organized site visit, will be conducted at the MED facility located in Duluth, MN and is anticipated to be scheduled about 7 days after release of the RFP. Registration will be made through the point of contact identified in the RFP by the specified date and time designated in the RFP in order to attend the conference/site visit. Requests to attend the conference/site visit after deadline specified in the RFP may not be honored. It is anticipated the solicitation, including the IDIQ Statement of Work will be posted on the www.FedConnect.net website on or about September 14, 2020. No hard copies will be available.
