- 8/20/2020 NASA/KSC has received another question on the VCLS Demo 2 Request for Proposal (RFP). Below is an updated response. Also, the updated response has been added to the Attachments/Links titled ""VCLS Demo 2 - RFP Questions and Responses Updated"". Question 2. In the Technical/Management volume capabilities requirements listed in VCLS Demo 2 RFP (80KSC020R0034) Specific Instructions, Section 2 (Launch Vehicle Design), if our plan is to use a Flight Proven Launch Vehicle which is � certified by NASA � would we be required to provide details related to the Launch vehicle characteristics (2.i) and Propulsion system (2.ii) such as flight history on all proposed launch vehicle engines, Propulsion system Development and Qualification tests, etc? Response: Yes,� VCLS Demo 2,��RFP Section 6.7.1 Volume I, Technical/Management Capability, Section 2. Launch Vehicle Design applies to all offerors regardless of launch vehicle status. ************************************************************************************************************** 8/11/2020 NASA/KSC has received a question on the VCLS Demo 2 Request for Proposal (RFP). Below is NASA/KSC response and �in�the Attachments/Links titled ""VCLS Demo 2 -� RFP Questions and Responses"". GENERAL QUESTIONS�: �we respectfully request that NASA evaluate a minimum two week extension of the deadline for submitting proposals from August 31 to September 14�??? ?� Response:�� NASA considered the request and the proposal due date will remain as stated in the Request for Proposal.��� ************************************************************************************************************** 7/31/2020� NASA/KSC is pleased to announce the release of the VCLS Demo 2 Request for Proposal (RFP).� Offerors are�advised to review the RFP carefully and in its entirety to discern all changes, as the RFP takes precedence over and replaces the Draft RFP.� NASA policy requires�all acquisition-related documents be released in Adobe Portable Document Format (PDF).� Therefore, a WORD document is not available. However, the below link will may assist Offerors with the fill-ins required in the RFP.� https://acrobat.adobe.com/us/en/acrobat/how-to/pdf-editor-pdf-files.html The VCLS Demo 2 Team�looks forward to receiving your proposals. ************************************************************************************************************** Previous post: NASA/KSC plans to release a Request for Proposal (RFP) for the Venture Class Launch Service Demonstration 2 (VCLS Demo 2) contract.� Previous notice regarding VCLS Demo 2 was the Draft Request for Proposal (VCLS Demo 2 DRFP - 80KSC020R0034) as found in the link below: https://beta.sam.gov/opp/18235e831f6348ac9afe47271ed20e4f/view The VCLS Demo 2 contract will be limited to prime Contractors from the United States launch vehicle/services industry pursuant to the Public Law 105?303, Title II, Section 201; the United States National Space Transportation Policy, dated November 21, 2013; and will be a Small Business set-aside.� The NAICS Code and Size Standard are 481212 and 1500 employees, respectively.� The anticipated release date of the RFP is on or about July 31, 2020, with an anticipated proposal due date on or about August 31, 2020.�� The VCLS Demo 2 is anticipated to award one or more firm-fixed price contract(s) for demonstration launch services with a capability to deliver at a minimum 30 kilograms of CubeSat satellites. The resultant contract(s) will require launch and orbit insertion no later than June 30, 2022.��� This synopsis is not a solicitation.� The Government is not requesting proposals, and this should not be construed as a commitment by the Government.� Prospective Offerors are requested to notify the Contracting Officer, Suzanne Blubaugh, at ksc-vcls2@mail.nasa.gov of their intent to submit an offer.� All contractual and technical questions must be submitted in writing to the Contracting Officer only via email to ksc-vcls2@mail.nasa.gov.� Telephone questions will not be accepted.� Additional information and clarifications:� The Government posted responses to Industry questions on July 9, 2020 and the response to questions regarding the Draft RFP on July 22, 2020.� The VCLS Demo 2 team reviewed all of the questions submitted.� In order to reduce duplication and minimize the number of responses for Industry to assess, the following were performed:� Where there were duplicate questions or topics received from Industry, the Government either grouped questions or selected a representative question and provided a single response.��� Where Industry made a recommendation instead of asking a question, the Government considered this a comment and did not provide a response.� The Government is assessing all recommendations and any revisions will be reflected in the RFP.� Please be aware that the Draft Request for Proposal (80KSC020R0034-DRFP) on beta.sam.gov is for the Draft Request for Proposal only.� The Government will utilize this notice (80KSC020R0034) for RFP-related information.��� Questions on the VCLS Demo 2 RFP are anticipated to be due from Industry on or about August 10, 2020.� Government responses are anticipated to be posted on or about August 17, 2020.��
