- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC) intends to award a fixed price purchase order to�University of Maryland Medical Center, Baltimore, MD 21201.�� The services to be performed are: Process clinical specimens (e.g., blood and respiratory samples) collected from patients with COVID-19 in the biosafety level (BSL)-2 laboratory using BSL-3 practices. Isolate and cryopreserve peripheral blood mononuclear cells (PBMCs) and plasma from COVID-19 patient blood collected in EDTA tubes. Isolate and cryopreserve serum from COVID-19 patient blood collected in serum separator tubes. Isolate and cryopreserve leukocytes and supernatant from COVID-19 patient bronchoalveolar lavage (BAL) fluid. Aliquot and cryopreserve oro/nasopharyngeal swab/wash and tracheal aspirate samples.�� Maintain an accurate electronic inventory of all COVID-19 patient specimens collected and processed in the laboratory. Query the electronic medical record of COVID-19 patients and abstract clinical data into a standardized case report form using REDCap. Work collaboratively with study team members including investigators, technicians, and trainees. � Over the past three months, the NIH Clinical Center has developed a large cohort of COVID-19 patients treated with ECMO at the University of Maryland Medical Center. This cohort was established through a productive collaboration between the Critical Care Medicine Department, Clinical Center, and the University of Maryland Medical Center. During March-July 2020 daily blood and intermittent respiratory samples were collected from these patients under a University of Maryland IRB- approved protocol allowing for collection and study of de-identified residual body fluid samples from patients with sepsis or suspected infection (HP-00086995). De-identified clinical data were captured through REDCap. This work can be accomplished at the University of Maryland where timely processing of patient specimens following collection is required to maintain specimen integrity. Delayed handling of certain specimen types (e.g., bronchoalveolar lavage fluid) will compromise specimen integrity and validity of downstream analyses. University of Maryland is uniquely set up to collect and process specimens in laboratories adjacent to the Intensive Care Unit where patients are cared for assuring timely processing of specimens. De-identified and cryopreserved specimens will then be intermittently couriered to the NIH Clinical Center for downstream analyses. This acquisition is being conducted under the authority of the FAR Subpart 13 in conjunction with the policies and procedures for the competition requirements in FAR Part 13.106. �Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
