- NAVSUP Fleet Logistic Center San Diego � Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 12 and the Clinger Cohen Act of 1996 to Siemens Industry Software Inc, 5800 Granite Pkwy, Ste 600, Plano, TX, 75024. The proposed contract action is for Siemens STAR CCM+ Software Licenses at Naval Facilities (NAVFAC) Expeditionary Warfare Center (EXWC) located in Port Hueneme, CA. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3(a)(2)(ii). NAVFAC EXWC requires renewal of (3) technical license renewals to continue to conduct hydrodynamic analysis on XDP probes and NT-117 deep ocean transponders. This software currently in place throughout NAVFAC and NAVAIR and regular technical support and training is required to ensure its applications are functioning appropriately and users are employing it properly. The the license renewals allows for the consistent program updates, maintenance and technical assistance to ensure the software is properly surveying ocean activities. Without this detection capability EXWC would not have the tools to conduct these analyses and put Navy personnel and assets at risk of destruction by outside threats. Siemens is the sole manufacturer and distributor of its proprietary software and technical support. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to Melissa.Ferri@navy.mil. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by 27 August, 2020, 9:00 AM, Pacific Standard Time.
