THIS IS NOT A SOLICITATION. �THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.� This is a notice of intent to negotiate an award on sole source basis, by the National Institute of Standards and Technology (NIST) for InfoVista Corporation Planet Software under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), with InfoVista Corporation of Ashburn, VA.� The annual maintenance of InfoVista Planet Software Support Services is for annual support services for planning and optimization software (8x5), as well as Shared Mentum Planet (Access Network Planning Software) Ultimate Perpetual License for the period of 09/01/2020 � 08/31/2022. The North American Industry Classification System (NAICS) code for this acquisition is �511210- Software Publishers, with a small business size standard of $41.5 million. National Institute of Standards and Technology (NIST) Communications Technology Laboratory (CTL) Wireless Networks Division (WND) maintain the Radio Frequency (RF) modeling capabilities of the National Institute of Standards and Technology (NIST) Communications Technology Laboratory (CTL) Wireless Networks Division (WND).� WND supports the Public Safety Communication Research (PSCR) division by conducting modeling and simulation of wireless communication systems for use by first responders. Being able to accurately predict network coverage is important to ensure proper network deployment and requires tools that take into account the environment (e.g. terrain, clutter), and network configuration.� Supporting PSCR is a CTL programmatic goal. This item will continue to provide support for the current modeling capabilities and support research and metrology for public safety communications.� Only InfoVista annual support/license is compatible and able to coexist with existing software modules already deployed by the WND and including licenses for Universal Model (UM) propagation model previously purchased, geodata for the entire United States, and custom plugins developed by WND. The new items must be able to seamlessly integrate with existing hardware and software development tools. For this reason, only InfoVista components are acceptable.� The maintenance coverage is a two-year package for InfoVista Planet software. This software maintenance is only available directly through InfoVista Corporation. There are no authorized resellers/distributors for this maintenance. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to karen.armstrong@nist.gov. �All responses to this notice of intent must be submitted so that they are received at karen.armstrong@nist.gov by no later than August 25, 2020 at 4:00 PM Eastern Time.
