Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA), intends to negotiate on a sole source basis, IAW FAR 6.302-1, with Genedata (USA), Inc., 1 Cranberry Hill Street, Suite 403, Lexington, MA 02421 - 7397 as the only responsible source that can provide the renewal of software for the Perkin Elmer Opera Imaging Instrument as the screener core in low throughput.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. United States Army Medical Research Institute of Infectious Diseases (USAMRIID), Fort Detrick, MD intends to procure firm-fixed-price Purchase Order with a start date of 15 September 2020 and option periods ending on 14 September 2024. �The request of the renewal for Genedata Software will allow USAMRIID to continue work which requires measuring drug combination synergy in a drug potency, absorption, distribution, metabolism, excretion (ADME) and pharmacodynamics calculation of current populations and growth rates to predict the drug interactions pharmacokinetics for research projects. The USAMRIID Laboratory have reoccurring requirements for Genedata software that will assist with cell population extension capable to analyze and having three (3) named users.� A compound synergy extension to analyze will accommodate three (3) named users and one (1) named user for server and software administration purposes. Genedata Software is compatable with the Perkin Elmer Opera Imaging instrument of mammalian cells, and perform image analysis.� The data from the image analysis is statistically analyzed to determine potency and cytotoxicity of drugs within the body or cell.� �Genedata (USA), Inc. is the sole manufacturer and distributor of the software for the Perking Elmer analytical systems that are currently utilized by USAMRIID, for ongoing studies. In order to compare data both within and across studies, it is required that the same Genedata software to be in a continuous mode for comparison of past and present research.� The use of any other vendor would negate the previous protocols, resulting in a loss of time, effort, and will be costly to the Government of a replacement software not suitable to be operable with the Perkin Elmer Opera Imaging Instrument. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 Software Publishers with a Size Standard of $41,500,000.00.� This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than 10 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Genedata Inc. All questions and responses concerning this notice shall be emailed to Wanda King at wanda.d.king.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 1 September 2020. No phone calls will be accepted.
