- The District of Columbia (DC) Air National Guard intends to award a sole source contract for the Aircrew Self-Defense Training Vest requirement with a delivery date of 30 days after award. �The 113 Operations Support Squadron (OSS) Survival, Evasion, Resistance, and Escape (SERE) Office of Primary Responsibility (OPR) has a requirement for Gen2 STRESSVESTS to instrument trainees operating the F-16 Viper Mission Design Series (MDS) in the advent of a new Small Arms (SMAARMS) weapons platform for the purpose of gaining proficiency. The Gen2 STRESSVESTS have unique ability to provide trainees with accurate feedback on hit placement and time of hits while utilizing the Ground, Air, Unit -5 (GAU-5) Aircrew Self Defense Weapon (ASDW). The vests can be used while trainees are wearing required safety equipment without carbon-emitting blank rounds, or Simunition rounds causing wear on the training weapons over time. This system allows controllers to provide feedback separately to each trainee, thus improving tactics and scenario adaptation. At the time of this procurement action, only one vendor has demonstrated the ability to produce a vest that accurately records the location and time of the firearms hit/number of hits on the vest, and provide instant feedback to the student. The product meets the Electrical Safety Standard of the International Electro Technical Commission. DC ANG intends to award this sole source contract to Sectan Corporation because of the recording of the vest for instant training feedback. ��Therefore, award will be made to Sectan Corporation as they are the only responsible source and no other service will satisfy agency requirements IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1(a) (2) (iii) (B).� In accordance with the Defense Federal Acquisition Regulation Supplement� (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Aircrew Self-Defense Training Vest requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2359 ET on 4 September 2020. Responses must be submitted in writing to the Contracting Officer, MSgt Stacey Little via email at stacey.little.1@us.af.mil not later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
