Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.106-1(b)(1), with Microsoft Corporation, 1 Microsoft Way, Redmond, WA 98052-8300 as the only responsible source that can provide Holo Lens Augmented Reality Glasses for research. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. Telemedicine and Advanced Technology Research Center (TATRC), Fort Detrick, MD intends to procure via a firm-fixed-price purchase order, 4 for the Holo Lens Augmented Reality Glasses to be used for the use of calibration for an inter-pupillary measured distance between pupils in millimeters.� The Holographic Processing Unit conducts the processing that integrates real world and data is transferred by the usage of software of research projects. The above mentioned DoD Simulation Laboratory (Sim Lab) have a new requirement for telemetry equipment that are capable of measuring and quantifying the distance between pupils for research studies. The required telemetry equipment must be able to operate by Windows 10 desktop environment with the Holographic Processing Unit and be a Microsoft platform. The processing that will integrate real world and data augmented reality by the means of a power wide of different headsets. The only contractor capable of meeting the Government�s requirements is Microsoft Corporation. The use of any other vendor would negate the protocols, resulting in a loss of time and effort. The intended procurement will be classified under North American Industry Classification System (NAICS) 33314 Optical Instrument and Lens Manufacturing with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than 10 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Microsoft. All questions and responses concerning this notice shall be emailed to Wanda King at wanda.d.king.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 1 September 2020. No phone calls will be accepted.
