Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1, with Hamilton Medical Inc., 4655 Aircenter Circle, Reno, NV� 89520-3200, as the only responsible source that can provide Hamilton Medical Part Number 11001M T-1 Hamilton Ventilator Military Packages.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. The U.S. Army Telemedicine and Advanced Technology Research Center (TATRC) Simulation Research Laboratory intends to procure four (4) T-1 Ventilator Military Packages (Part Number 11001M) through a firm-fixed price contract.� The TATRC Simulation Laboratory has an existing inventory of T-1 Military Ventilator Packages manufactured by Hamilton Medical that are currently in use.� In addition, TATRC maintains an inventory supply of Hamilton Medical brand-name spare parts for repair and replacement of previously purchased T-1 Military Ventilator Packages.� To maintain military compliance and compatibility for research and development activities at the TATRC Simulation Laboratory, newly acquired ICU bedside ventilator packages need to be interchangeable with existing inventory that has been previously acquired. In addition, brand-name Hamilton T-1 Military Ventilator Packages are used exclusively and deployed in the theater in Germany, South Korea, Qatar, and Japan.� Furthermore, three U.S. Army medical equipment repair depots and six Army Preposition Stock sites under USAMMA and USAMMDA supervision use Hamilton Medical T-1 Military Ventilator Packages exclusively. The TATRC Simulation Laboratory�s research and development activities need to have the capability to replicate and reproduce scenarios in the theatre using the same brand name equipment employed in the theatre.� Any medical equipment alteration would be contrary to Army regulations. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 Surgical and Medical Instrument Manufacturing with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. �However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable Military Ventilator Packages are provided by Hamilton Medical Inc., 4655 Aircenter Circle, Reno, NV� 89520-3200.� Submit email capabilities statements (using PDF, MS Word, Excel attachments) to Jeff Flook at jeffrey.l.flook.civ@mail.mil.
