- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.5, with Worthington Cylinder Corporation 200 W Old Wilson Bridge Rd Worthington, Ohio 43085-2247, USA, as the only responsible source that can provide �and deliver to Bangkok Thailand 25 LN2 Cryostorage Vessels necessary to continue transitioning AFRIMS to a liquid nitrogen-based storage system. The LN2 Cryostorage Vessels must include Double Step CS and built in transformer for 220 VAC and must meet all the Minimum Essential Characteristics (MECs). Failure to procure the necessary LN2 Cryostorage Vessels leaves AFRIMS at risk for losing many irreplaceable samples.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2020-06 are incorporated. The Armed Forces Research Institute of Medical Sciences (USAMD - AFRIMS) intends to procure a firm-fixed-price contract for the LN2 Cryostorage vessels.� The contractor shall be able to meet the below Minimum Essential characteristic�s (MEC�s) and deliver the LN2 Cryostorage vessels to AFRIMS in Bangkok Thailand: The contractor shall deliver and install all LN2 Cryostorage Vessels (model LABS-94k CS200) with Double Step CS and a built in transformer for 22 VAC to AFRIMS in Bangkok, Thailand. Upon delivery, the contractor shall ensure that no parts of the equipment are missing, undelivered or damaged.� Additionally, the contractor shall ensure that the Vessels as a whole are delivered, complete and functional. The contractor shall ensure that the equipment is tested and fully functional upon installation. The contractor shall provide training on the operation of the LN2 Cryostorage Vessel system to all appropriate users. The contractor shall provide training on general and preventative maintenance on the cryostorage system for all appropriate users at AFRIMS. The contractor shall ensure that all tasks related to the scope of work are completed and confirmed by the AFRIMS Medical Maintenance and Division POC/COR. The contractor shall meet all Minimum Essential Characteristics (MECs) specified in Section 7.0 for the LN2 Cryostorage Vessel system. � MINIMUM ESSENTIAL CHARACTERISTICS (MECs) LN2 Cryostorage model LABS-94K CS200 With Double Step CS and built in transformer for 220 VAC: 60-100 cell Aluminum inventory rack (15 shelves/rack), P/N 9900-0007 per cryostorage vessel. Vertical Mini Racks for Chest Freezers and Liquid Nitrogen Tanks are made of corrosion resistant stainless steel.� Must include stainless steel locking rod. Dimensions (HxWxD): 33"" x 3 3/8"" x 3 1/4"" or 838 x 86 x 82mm with capacity to house 15 boxes per rack 1-Transfer Hose 4� �� VJ Super Flex, 1/2� Flare fittings both ends per cryostorage vessel. 1-Transfer Hose 6� �� VJ Super Flex, 1/2� Flare fittings both ends per cryostorage vessel. 1 year warranty included with parts and labor 1 year preventive maintenance including; 2 visits, all labor and travel fees, unlimited service calls, onsite service response for emergency cases, and coverage for software and spare parts at AFRIMS. Complete set of system documentation. The intended procurement will be classified under North American Industry Classification System (NAICS) 333415 with a Small Business Size Standard of 1250 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
