Description
The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with The Conference of Radiation Control Program Directors, Inc, 1030 Burlington Ln, Ste 4B, Frankfort, KY 40601, as the only responsible source that can provide professional and program management support services to enhance the Radiological Emergency Preparedness Program (REPP). The CRCPD provides a unique set of specialized subject matter expertise in radiation control management, unique knowledge of radiation control management issues in the private sector, business acumen, relationships with all relevant stakeholders, and inherent skills to develop solutions and make recommendations to the THD that will enhance and advance State, local and private sector preparedness efforts nationwide. There is no other organization that can support FEMA�s efforts to advance a standards-based, Whole Community approach to preparedness that will ultimately better protect the lives and property of citizens living in the communities surrounding nuclear power plants and affected by disasters. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541611. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received by the closing date of 31 August 2020 will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Erin Cotter at erin.cotter@fema.dhs.gov. Statements are due by 1200 pm EST, 31 August 2020. No phone calls accepted.
