Description

****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Siemens Industry Inc.. �****The sole source determination is based on National Oceanic and Atmospheric Administration�s (NOAA) National Marine Fisheries Service (NMFS) Santa Cruz Laboratory�s need for Siemens preventative maintenance service for Siemens APOGEE Insight Building Automation System (BAS). The existing Siemens APOGEE Building Automation System (BAS) was installed by Siemens Industry Inc., Building Technologies Division in accordance with the original construction plans and specifications. APOGEE Insight provides Human Machine Interface (HMI) through a graphical approach to manage, control, and monitor the BAS functions. APOGEE Insight is a trademark of Siemens Building Technologies, Inc. and is proprietary. The BAS consists primarily of one APOGEE Insight server, one APOGEE Insight workstation, Siemens APOGEE BACnet PXCM/C field panels, and Siemens Field Level Network (FLN) equipment controllers and expansion devices. BAS is the proprietary equipment/system by Siemens. Siemens is the only vendor authorized to work on the BAS in place at the Santa Cruz Lab. Period of Performance: Base Period � 09/14/2020 through 09/13/2021 Option Period 1 � 09/14/2021 through 09/13/2022 Option Period 2 � 09/14/2022 through 09/13/2023 ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
