- VA New York Harbor Healthcare System 423 E 23rd Street New York, NY 10010 Sources Sought Comprehensive Review and Integration Assessment of Security Systems (Full Survey/CAD Drawings) Synopsis: Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Bronx VA Medical Center, is conducting a market survey for qualified firms capable of providing the following services for VA New York Harbor Healthcare System (VANYHHCS) Manhattan, Brooklyn and St. Albans campuses. Services are to be provided at all applicable VA New York Harbor Healthcare System sites. NYHHCS New York VA Medical Center Brooklyn Campus 423 East 23rd Street 800 Poly Place New York, NY 10010 Brooklyn, NY 11209 VA Community Living Center 179-00 Linden Blvd Jamaica, NY 11425 Additional sites may be added, as necessary. Objective The VA New York Harbor Healthcare System consists of three Hospitals in Manhattan, Brooklyn and Community Living Center s (CLC s). The VA Police is responsible for maintaining the safety and security of these sites as well as its patients, visitors, and employees at all times. The VA Police relies on electronic security systems and associated low voltage systems to conduct their duties. The purpose of this effort is to identify a qualified contractor to provide a thorough assessment of the electronic security systems which include but are not limited to: Structured Cabling Systems Access Control Systems CCTV Video Surveillance Systems Intrusion Detection Systems Panic/Duress Alarms Physical Security Systems Anti-Ligature Systems Other low voltage systems and solutions encompassing the security systems within the VA Facilities The contractor shall support the VA Police and other key stakeholders within the VA NYHHS to fully document the electronic security systems to include location devices, condition of systems, platform versions in use as well as identify deficiencies within the overall security solutions. Scope of Work The contractor must perform at minimum the requirements of the following Scope of Work associated with the efforts to be performed under this effort. The contractor will be responsible to the VA Police and VA key stakeholders on the Contract Deliverable Requirements List (CDRL s) which the contractor s performance will be periodically evaluated against. Systems Evaluation and Documentation The contractor shall perform an in-depth evaluation and inspection of the various systems and facilities. The evaluation should capture the existing systems, device locations, and condition of each item. The evaluation shall include fully documenting facility drawings which will be the foundation of follow on support and documentation of as-built conditions. Systems Evaluation The contractor shall survey each site with the VA Police to identify the locations of systems head ends, device locations and other pertinent information. The contractor should document the systems being utilized, software versions, license status , manufacturers, model numbers, IP addresses, MAC Addresses and other data required to document the systems. The systems evaluation should be the foundation for the documented systems condition report and recommendations to proceed with the testing, inspection and maintenance of the systems. System Documentation Upon completion of the evaluation of each site, the contractor shall provide detailed systems documentation of all electronic security systems to include updated as-built drawings, status of the condition of each system, life-cycle viability of each system to include near end of life and end of life products in use, as well as a detailed report of recommendations to bring systems current. The documentation shall be developed and compiled into the Systems Condition Report for each facility. System Condition Report The contractor shall develop and submit a Systems Condition Report which utilizes the evaluation and documentation efforts to provide the VA Police and key stakeholders a clear and concise depiction of the current systems deployed, condition of these systems and devices, completed as-built drawings, completed device matrices per system as well recommendations to bring each system current. To the extent possible the Systems Condition Report shall schedule durations to provide remedial actions. The report shall also identify systems and devices which may not be cost effective to repair, replace or maintain due to condition or age. The report shall take consideration to the technologies currently deployed versus technologies available to the industry, and road map criteria to develop and create integrated systems platforms by leveraging feature rich solutions capable of managing third party systems. The contractor shall also consider opportunities to provide standalone network infrastructure systems and capabilities integrating multiple sites to a single platform and command and control space. Contract Deliverable Requirements List (CDRL s) Contractor shall be fully qualified and experienced in security system inspection, testing, maintenance, repair, and installations to include motions/intrusion sensors, access control alarm systems and CCTV security systems. Installations require knowledge of all aspects of audio processing, video processing, computer hardware connectivity, line amplifiers, CATV, CCTV, satellite, security, and life safety systems. The Contractor shall have knowledge of, but not limited to, installation and programming of fiber optic devices such as CCTV transmitters and receivers. The contractor shall have knowledge of codes and FCC regulations that govern inspection, testing and maintenance of security equipment and systems as per the statement of objectives. Safety The contractor shall at all times follow all VA safety measures and implement best practices when performing work tasks. The contractor s employees shall be at minimum OSHA10 certified. Place of Performance The contractor will be required to support all facilities within the VA New York Harbor Healthcare Systems region to include at a minimum as outlined above. Period of Performance The anticipated period of performance is: Three (3) months The North American Industry Classification Systems (NAICS) is 561621. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 561621. Qualified offerors shall be experienced and capable of supporting this facility. Responses to this notice will be used by the Government to make appropriate acquisition decisions.
